Clarification Regarding Eligibility of Sole Proprietorship
Reference: Rule 32 and Rule 48 of the Public Procurement Rules, 2004. It is requested that the eligibility restriction/EPADS configuration relating to Sole Proprietorship may kindly be reviewed to ensure that no eligible bidder is unnecessarily excluded from participation.

It is requested to kindly clarify whether a Sole Proprietorship / Sole Proprietor Consultant is eligible to participate in the subject procurement under the “Individual / Individual Consultant” category specified in the RFP.
The RFP eligibility table includes “Individual / Individual Consultant” and “Partnership Firm” as bidder types; however, “Sole Proprietorship” is not separately listed. Further, the EPADS system does not presently provide/accept the Sole Proprietorship option for this procurement.
Kindly clarify whether a Sole Proprietor may submit its bid under the “Individual / Individual Consultant” category using the proprietor's own CNIC, NTN, PEC/PCATP registration and other required documents, or whether “Sole Proprietorship” may be enabled as a bidder type in EPADS for this procurement.
