1.Document Contradiction: The official bidding document specifies the bid submission deadline as September 14, 2026 at 12:00 PM, while the procuring agency has published a separate notification extending the date to September 21, 2026 without issuing a formal addendum/corrigendum. This creates confusion and violates the principle of transparency in procurement.
2.Irrelevant to Scope of Work: The project scope involves upgrading signal overhead wires to underground cables, which operate at low voltage (600V to 1100V). According to PEC definitions, EE-04 (Low Voltage Installation) specifically covers "installation and maintenance of low tension overhead lines and underground cabling not exceeding 1KV" . The entire project falls within this low-voltage category.
3.Unjustified Restriction on Competition: Requiring an EE-05 code for a low-voltage project unnecessarily restricts the pool of eligible bidders and limits competition, which is contrary to the principles of the Public Procurement Rules, 2004 that promote fair and open competition.
With reference to the subject tender, our firm M/s M. SHAFIQ AHMED & CO respectfully submits three key points for your clarification:
First, PEC code EE-05 pertains to High Voltage (HV) electrical installations and transmission works, which is not applicable to low-voltage Signal & Telecommunication scope of works. We request that the condition of code EE-05 kindly be deleted from the tender requirements.
Second, there is a discrepancy regarding the bid submission deadline. Page 1 of the tender document specifies September 14, 2026, at 12:00 PM, whereas the EPADS portal displays September 21, 2026, at 12:00 PM. Kindly clarify the exact closing date.
Finally, the 27-day completion period is insufficient given the mountainous terrain and unpredictable subsurface soil and rock conditions at the site. We humbly request an extension of the completion timeline to ensure proper execution.
