With due respect, we would like to draw your attention to the eligibility criterion mentioned in the tender document for procurement of Mobile Phone Sets (Tender No. P98080), wherein "Pre-qualification/Registration with WAPDA/DISCOs/GENCOs/NTDC (if any)" has been included as a required document under the bid submission requirements and eligibility criteria.

We respectfully request that this requirement be reviewed and removed from the eligibility criteria. Such a condition may unnecessarily restrict participation of otherwise capable and compliant firms that are not pre-qualified or registered with WAPDA/DISCOs/GENCOs/NTDC.

Allowing unregistered but qualified firms to participate will promote broader market participation and healthy competition. Increased competition is likely to result in more competitive pricing and better value for money for the procuring agency, while ensuring transparency and fairness in the procurement process.
