GRIEVANCE AGAINST COMPROMISED TENDER SPECIFICATIONS

Dear Sir/Madam,

It has been observed that GEPCO has published specification which are totally biased and will be in favor of one bidder only.
For example, specifications of Relay Test Set is just a hardware specifications which means only one manufacturer will be able to comply the same.

We request to your office please clarify the following in order to avoid any blast of transformer / control room panels in future:-
- Relay Test Set must have only application like which type of relay needs to be tested either manual or three phase automatic or both is required instead of mentioning hardware specifications. In this regard, WAPDA Specifications are crystal clear which are being used by 220KV and 500KV Grid Stations in Pakistan.

- For CT/PT Analyzer, it is very dangerous to do testing of CT and PT with single test as results are always being compromised. CT Analyzer is separate test set which is always on simulation base and PT Analyzer is a separate test set which has actual voltage booster. WAPDA Specifications are crystal clear in this regard and we observed that GEPCO has compromised on it.

- DC Hipot Specifications are also compromised and based on only to support a single manufacturer.

- Sweep Frequency Response Analyzer Specifications are also compromised and based on only to support a single manufacturer.

Please note that supporting blindly to a single bidder and manufacturer will compromise the bidding process for comrpomised purchase.
