Pre-Proposal Clarifications

1. The Newspaper Advertisement dated August 23, 2026 states that the proposals “must be submitted/reach the following address on or before 24th September 2026 at 10:00 AM (PST)” and provides the physical address of the Executive Engineer (TLC), Division EHV-II, NGC, Hyderabad.

However, BDS Clause No. 14 specifies that the Proposal shall be submitted online through EPADS v2.0, while only the hard copy of original of the Bid Security is required to be submitted at the specified physical address. The Clause further states that bids not submitted through EPADS v2.0 shall be disqualified.

In view of the above, kindly clarify and confirm whether:

 

  • The complete Technical and Financial Proposals are required to be submitted online through EPADS v2.0 only, withonly the original Bid Security to be submitted physically at the address specified in the BDS;

or

  • Hard copies of the complete Technical and Financial Proposals, in addition to their online submission through EPADS v2.0, are also required to be submitted at the physical address mentioned in the Newspaper Advertisement.

 

Your clarification is requested to ensure compliance with the prescribed submission requirements and avoid any risk of disqualification.

 

2. The scoring table only defines marks for two bands: "more than 50 km but less than 75 km" (50%) and "≥100 km" (100%). It doesn't state the score for 75–100 km, or for less than 50 km.

 

3. Extension of Completion Period

The stipulated completion period for the assignment is 120 days. Considering the comprehensive scope of work, which includes detailed route/topographic surveys, route alignment, preparation of Plan & Profile drawings, tower spotting and make-up, sub-soil investigations, preparation of soil investigation reports, foundation design, sag-tension and stringing charts, electrical clearance calculations, BOQ/cost estimates, and complete construction drawings/design documents for multiple 220 kV and 500 kV transmission line crossings, the prescribed duration of 120 days appears stringent.

Furthermore, the assignment comprises a sequence of interdependent activities, whereby the engineering/design and preparation of final deliverables are contingent upon the completion and approval of field survey and sub-soil investigation data. Adequate time is therefore required for field investigations, data processing, engineering and design, preparation and review of deliverables, and incorporation of NGC's comments/observations and approvals.

In view of the above, it is respectfully requested that the overall completion period may kindly be extended from 120 days to 150 days, thereby allowing sufficient time for proper execution of the assignment and submission of accurate, complete, and quality deliverables.

 

4. Under the “Proposed Program for Subsoil Investigation Work (Appendix D to Bid) ,” it is stated that “The proposed work shall be based on schedule of completion (i.e. 100 Days) as per bidding document.” However, the schedule/table immediately below provides the proposed schedule up to 120 days (30, 60, 90 and 120 days). Further, other provisions of the bidding document stipulate completion/deliverables relating to soil investigation and foundation design within 120 days.  

Kindly clarify whether the reference to “100 Days” is a typographical error and confirm the applicable completion period for the Subsoil Investigation Work. Further, in line with our request for extension of the overall assignment period, it is requested that the corresponding schedule may also be revised appropriately to align with the proposed overall completion period of 150 days.

 

5. We request an extension of the Proposal/Bid submission deadline until October 09,2026.

Engineering/Design Serivces related Clarification

With reference to the subject bidding documents, it is observed that the title and scope of the assignment include engineering and design services for the rerouting of existing 500 kV and 220 kV transmission lines. These services include, inter alia, preparation of plan and profile drawings using PLS-CADD, tower spotting, sag-tension calculations, foundation design, electrical-clearance calculations, construction drawings, BOQ and cost estimates.

However, the mandatory qualification criteria provided under Clause IB 3.1(b) require the bidder/JV/consortium to demonstrate only the following experience:

  1. Route alignment/check survey of 220 kV or higher-voltage overhead transmission lines; and
  2. Subsoil investigation of 220 kV or higher-voltage overhead transmission lines.

No corresponding mandatory firm-experience requirement has been prescribed for engineering/design of 500 kV or 220 kV transmission lines, although engineering/design constitutes a substantial part of the project title and scope.

In view of the above, the Procuring Agency is kindly requested to clarify and amend the bidding documents as follows:

  1. If engineering/design services form part of the assignment, relevant firm experience in engineering/design of 220 kV or higher-voltage transmission lines may also be incorporated into the mandatory qualification criteria; or
  2. If engineering/design services are not intended to form part of the assignment, the words “Engineering/Design” may be deleted from the project title and all corresponding references in the bidding documents.

The requested clarification and amendment will ensure consistency between the project title, scope of services and qualification criteria and will facilitate the submission of responsive and technically appropriate proposals.
