Clarification Regarding Number and Locations of Samples to be Collected for PCSIR Testing

Dear Sir,

With reference to the tender for “Procurement of Assorted Election Material for the conduct of upcoming LG Elections Punjab,” we request you to kindly clarify the requirement regarding the collection and testing of samples after the supply of the material.

Kindly clarify whether samples will be collected for PCSIR testing from all districts/locations or only 1–2 locations after supply.

As PCSIR testing costs are substantial, please specify the minimum and maximum number of samples to be tested, so bidders can include the testing cost in their bids accordingly.

clarification about size of Npn Wowen Cloth Bg Whit

Dear Sir/Madam,

I am writing to seek clarification regarding the specifications outlined in the tender document for the Non-Woven Cloth Bag (White).

At Page No. 34, the size is specified as 24 x 36 inches.

At Page No. 91, the illustration depicts a size of 24 x 30 inches.

This inconsistency creates ambiguity and makes it difficult to determine the correct size to follow. For fair participation and accurate compliance, it is essential that the correct specification be confirmed at the earliest.

Furthermore, the specifications for TEB-I & TEB-II indicate 60 microns. However, according to the Punjab Environmental Protection Laws, the sale and manufacturing of polythene bags less than 70 microns is strictly prohibited. To ensure legal compliance and avoid potential regulatory issues, kindly clarify whether the tender requirements will be revised to meet the mandated standard.

Your prompt response will enable us to proceed with confidence and in full compliance with both tender requirements and environmental regulations.

MINUTES OF THE PRE-BID MEETING OF THE PROCUREMENT COMMITTEE HELD ON 27TH AUGUST, 2026 REGARDING PROCUREMENT OF ELECTION MATERIAL FOR UPCOMING LOCAL GOVERNMENT ELECTION.

A meeting of the Procurement Committee was held on 27th August, 2026 under the chairmanship of the Joint Provincial Election Commissioner (Elections), Punjab, regarding the procurement of election material for the upcoming Local Government Elections.

The meeting was attended by all members of the Procurement Committee. Representatives of various prospective bidders/firms from across the country participated in the meeting both physically and through Zoom/online link.

The Chair welcomed all participants and directed that the queries raised by the prospective bidders be considered objectively and addressed in accordance with the applicable procurement rules and the Bidding Documents.

2. Briefing to Potential Bidders

The Secretary, Procurement Committee, briefed the prospective bidders regarding the eligibility requirements, technical specifications, evaluation criteria, price reasonability, delivery schedule, bid security, performance guarantee, and other terms and conditions/special instructions contained in the Bidding Documents.

Thereafter, a question-and-answer session was conducted. All queries raised by the participating bidders, whether physically present or attending through the online platform, were considered and responded to by the Secretary, Procurement Committee, with the approval of the Committee.

Joint Venture (JV) Participation

Whether bidding as a Joint Venture is permissible; what constitutes a valid JV; and whether       separate work/purchase orders will be issued to each participating firm in JV.

Bidding through a Joint Venture is permissible, subject to submission of a valid JV Agreement along with the bid. The JV Agreement shall clearly identify the Lead/Principal Firm, duly authorized to act on behalf of the JV for all purposes relating to the procurement and contract agreement. No separate work orders/contracts shall be issued to individual JV partners. The resulting contract/work order shall be issued in the name of the Lead/Principal Firm, and the JV partners shall remain jointly and severally liable for the performance of the contract agreement.

Bid Security- only in the form of CDR/Pay Order

Reasons for discouraging Bank Guarantee as an instrument of Bid Security.

The Procurement Committee decided that the Bid Security shall be submitted only in the form specified in the Bidding Documents, such as CDR/Pay Order, in order to maintain uniformity among bidders and facilitate verification and encashment where required. Accordingly, bidders shall submit bid security strictly in the prescribed form and amount within the stipulated requirements.

PaymentTerms and Timelines

Clarification sought on the mode, terms and timeline of payment        against

supplies/services.

Payment shall be processed against the supplier’s/contractor’s invoice upon satisfactory inspection, verification and acceptance of the supplied material/services by the designated Inspection/Verification Committee, in accordance with the payment terms contained in the Bidding Documents/Contract Agreement. Payment shall be made within the period prescribed under the applicable procurement rules, subject to completion of all codal and contractual requirements.

DeliveryScheduleandTime

Few    bidders         requested   for extension in delivery time up to 60 days.

The Procurement Committee clarified that the delivery schedule of 45 days, including applicable milestones and quantities/lots, shall remain as specified in the Bidding Documents/Schedule of Requirements. Bidders are required to confirm their ability to comply with the prescribed delivery schedule. Any deviation shall be dealt with strictly in accordance with the evaluation criteria and conditions already disclosed in the Bidding Documents.

PriorCancellationofTender

Clarification sought regarding the previous cancellation of this tender on three occasions.

The Committee clarified that the Procuring Agency reserves the right, under the applicable procurement rules, to reject all bids or cancel the bidding process before acceptance of a bid, in accordance with the prescribed procedures. The present bidding process has been initiated afresh and shall be treated as a fresh and independent procurement process. The evaluation criteria and bidding requirements have been reviewed in light of the circumstances of the previous procurement processes.

Technical Specifications – Sheet/Layer Thickness

Clarification on thickness/layer requirement: (a) 30 micron – single layer; (b) 60 micron – two layers (TEB-1).

The Committee clarified that the technical specifications shall remain as provided in the Schedule of Requirements and approved sample/specification. Bidders are required to offer material strictly in accordance with the prescribed specifications. Samples conforming to the required specifications, and demonstrating equal or better quality, shall be considered in accordance with the evaluation criteria contained in the Bidding Documents.

Material Composition & Test Report Requirement

Clarification sought on percentage composition of Ballot Boxes and Screened off Compartments for PCSIR test report.

 

The Committee clarified that Virgin Polypropylene shall be the major polymer/material in both items. Necessary additives/excipients may be incorporated where required to improve the design or performance of the item, without compromising the prescribed specifications. Bidders shall submit, along with their technical bid, a PCSIR test/composition report clearly indicating the percentage-wise composition of the material offered. Failure to submit the required report may render the bid non-responsive.

 

Subject to evaluation in accordance with the Bidding Documents and as specified in

Rules 10, 29 & 30, PPRA Rules, 2004.

StampDuty@0.25%

Clarification sought on applicability of 0.25% stamp duty.

 

The Committee clarified that the applicable stamp duty, presently referred to as 0.25% of the contract value or at the rate prevailing at the time of execution, shall be payable by the successful bidder at the time of execution of the contract/agreement, as required under the applicable Stamp Act/Rules and notifications. Stamp duty is a statutory requirement and shall be dealt with separately from the procurement requirements specified in the Bidding Documents.

Eligibility – Individual vis-à-vis Sole Proprietor

Clarification sought as to why bidding in an individual capacity is not permitted, whereas a Sole Proprietor is treated as an eligible bidder.

 

The Committee clarified that the eligibility criteria have been prescribed in the Bidding Documents to ensure participation by legally registered business entities. Accordingly, bidders having valid business registration, including Sole Proprietorship, Partnership/AOP or Company, as specified in the Bidding Documents, are eligible to participate. Participation in an unregistered individual capacity, without the required business registration, is not eligible under the present procurement. The eligibility requirements shall be applied uniformly to all potential bidders.
