Clarification from Committee

Background and Scope

The Project Director explained the background, objectives and scope of the project in detail and clarified that Daanish Schools are for under privileged children and there will be no compromise on quality and pace of work.

Briefing on Bid document

The Committee briefed the prospective bidders with instructions regarding mandatory and general eligibility criteria. The Committee also clarified that alternate bid is not acceptable and all verifications shall be done and each bidder shall fulfil mandatory eligibility criteria otherwise the firm will be technically disqualified and no further evaluation / scoring will be done. Similarly, all declarations including authorized representative nomination, no litigation, non-blacklisting, presence of key personnel, machinery and integrity pact is mandatory and shall be provided on stamp paper (issued on the company or authorized representative name) in the technical proposals.

Clarification regarding financial bid uploading on Epads 2.0

• Epads 2.0 have only option to quote the rate / price and there is no option for financial breakdown.

The representative seek clarification regarding no option for uploading of financial breakdown on Epads 2.0. The Project Director clarified that the financial bid with complete breakdown in sealed envelope must be submitted along with online submission on EPADS.

Request for review of mandatory eligibility criteria condition of PEC registration in C-6 category as:

• PEC or relevant furniture experience may be accepted ; or
• Registered furniture manufacturers / suppliers may be allowed to participate without PEC,  as;

The procurement is related to furniture manufacturing, supply, transportation and installation and does not involve civil construction, structural works or engineering execution. Therefore, kindly consider the request and adopt any suitable alternative, such as:

• Accepting relevant furniture supply experience in place of PEC registration.

The Project Director clarified that PEC Registration (C-6 category) criteria is relevant and required to the Client because different civil works are involved in the subject project. It has been explained in the pre-bid meeting that the work involved in the procurement require fixing and civil works. The nature of the subject tender is not only supply of furniture but civil works and fixing of furniture in (Rooms, Theatre, Laboratories, Robotic Labs and Gym etc). All conditions in this regard are fair and allow equal opportunity to all bidders for participation. In case of bidders (general order suppliers) the firm shall have (J.V) with a manufacturer having PEC (C-6) or above registration.

5.

Income Tax and Audited Reports

The Project Director clarified that Income Tax Returns of last three years (2025, 2024, and 2023) with last 3 years Audit Report is mandatory and shall be aligned with tax returns. If not aligned clarifications required for tax exemption.

6.

CDR or Bank / Insurance Guarantee

5% Bid security shall be in the form of CDR / Pay order. No Bank guarantee or insurance guarantee will be accepted as bid security.

7.

Joint Venture Eligibility

The representative seek clarification that either (J.V) is allowed or not. The Project Director clarified that (J.V) is allowed to a maximum limit of three firms. However, the bidder applying must have registration with PEC in (C-6) or above category. In case of bidders (general order suppliers) the firm shall have (J.V) with a manufacturer having PEC (C-6) or above registration.

With reference to letter no. 1181 dated: 27/08/2026, the firm M/s Abdal Trading Company (Manufacturer of Furniture) submitted following written clarification regarding Representation for Re-Activation of “Sole Proprietor Firm” option on EPADS (Version 2.0):

The Project Director clarified that the matter / technical issue on Epads 2.0 shall be resolved forrepresentation / re-activation of “sole proprietor firms” to apply / participate for the subject works.

• It is respectfully submitted that we wish to bring your immediate attention on a technical / configuration issue on Epads 2.0 portal which, in its present form, prevents eligible Sole Proprietor Firms from applying / participating in the subject project works on Epads.
