Quantity and Delivery Terms for RICE TENDER Ref P92800

Please confirm quantity for each port Dakar,Senegal and Banjul, Gambia and delivery terms CIF Free Out as in Bid Form (Annexure IV
) its showing two options (1) 50,000 MT for Dakar and Banul and (2) 12,500 MT for Banjul so please clarify as in Tender documents it mentioned 50,000 MT for Dakar only and 12,500 MT for Banjul.

So, shall we submit bid for both options or any one?

Also, delivery is CIF Free Out basis or CIF?

Quantity and Delivery Terms for RICE TENDER Ref P92800

It is clarified that the delivery terms are CIF Free out basis as mentioned in relevant terms of this tender. Further, the lots offered in the tender are

i) 50,000 MT for delivery of 15,000 MT at Dakara, Senegal and remaining 35,000 MT at Banjul, The Gambia with three options i.e. a) sight L/C, b) Usance L/C for 30 days and c) Usance L/C for 60 days.

ii) 12,500 MT for delivery at Banjul, The Gambia with six options i.e.

a) three options for Containerized Shipment: a) sight L/C, b) Usance L/C for 30 days and c) Usance L/C for 60 days; AND

b) three options for Break Bulk Shipment: a) sight L/C, b) Usance L/C for 30 days and c) Usance L/C for 60 days.

 

Lastly, you are allowed to bid against any or all options.

Delivery period is 50 days from issuance of Award Letter, as mentioned against each lot in the tender terms and conditions, accordingly.

Clarification on LC Payment Terms (Sight vs. Usance)

We need to submit bids for all available options, including Sight LC, as well as 30-day and 60-day Usance LCs. Alternatively, submitting a bid for any single option is also acceptable.
Sight LC can also be available by negotiation, allowing the nominated bank to advance funds upon receipt of compliant documents.

The amounts of Bid Security against lots of 12,500 MT and 50,000 MT have been interchanged due to system error. Howeever, the issues will be resolved after Pre-Bid Meeting to be held on 31-08-2026 at 11:00 AM at Board Room, TCP's Principal Office, 4th Floor, Block-B, Finance & Trade Center (FTC), Shahrah-e-Faisal, Karachi through Pre-Bid Meeting Minutes which shall be uploaded on TCP's Website alongwith EPADs Portal, accordingly.

Meeting Location Board Room, TCP's Principal Office, 4th Floor, Block-B, Finance & Trade Center, Shahra-e-Faisal, Karachi.

Reference Pre-bid meeting held on 31st August, 2026 at 1100 hours in the Board Room of TCP Principal Office, 4th Floor Block-B, Finance & Trade Center, Shahrah-e-Faisal, Karachi in respect of the Tender dated 20-08-2026 for Procurement of 62,500 MT +/-5% MOLSO of Long Grain White Rice (IRRI-6) 100% broken Double Polished on CIF Free Out DAKAR, Senegal and Banjul, The Gambia Basis in Break Bulk / Containerized Shipments held on August 31, 2026. List of the participants (11 companies) is attached herewith at Annex-I.

 

2.         The potential bidders participated in the pre-bid meeting raised several queries which were clarified as under:

 

  1. Bid Security amounts mentioned against the lots of 12,500 MT +/-5% MOLSO and 50,000 MT +/-5% MOLSO have been interchanged with each other due to system glitch. However, the same are just for reference basis. Whereas, the bidders shall submit the Bid Security should be equal to Two Percent (2%) of the total CIF Free Out Basis value of bid for Long Grain White Rice (IRRI-6) 100% Broken Double Polished, in the form of banker’s cheque issued in favor of Trading Corporation of Pakistan by a scheduled bank in Pakistan OR bank guarantee(s) from a Pakistani “A” rated (PACRA/VIS) scheduled bank in Pakistan as per format specified at ANNEXURE-VII (as mentioned at page-71a of this Tender).
  2. The bidders shall submit their bid as per bid form attached as ANNEXURE in US$/MT. However, only for the purpose of bidding through EPADS the bidders shall submit bid in PKR/MT on EPADs after conversion of US$ price at the rate of US$1=PKR280; and the transactions under the tender shall be done in US$ only.
  3. The bidders are allowed to submit their bid(s) against any or all lots / options offered in the tender.
  4. In case of any contradiction and / or duplication of the terms and conditions in this tender, the terms and conditions mentioned under special conditions, as mentioned from page-62 to 72 of this Tender, shall prevail.

 

3.         Whereas, the participant also made following queries relating to the consignee which were referred to the Consignee and the reply received against queries is mentioned against each hereunder:

 

  1. Change of Chalky Grains tolerance from 6% Max. to 10-12% Max.: The consignees has not confirmed it hence the same shall remain at 6% Max.
  2. Rate of Discharge:
    1. Banjul Port: Approximately 1,500 MT per PWWD, provided that all four vessel cranes are available and operational simultaneously.
    2. Dakar Port: Approximately 2,000 MT per PWWD, subject to the same condition that all four cranes are available and can operate simultaneously.

These rates may be affected by weather conditions, port operations, congestion, and other circumstances beyond the control of the receivers.

  1. Priority Berthing:
    1. Dakar, Senegal: Priority berthing cannot be guaranteed and remains subject to port congestion, berth availability, and port authority scheduling.
    2. Banjul, The Gambia: We can make efforts to facilitate priority berthing, particularly considering that rice is an essential commodity. However, this should not be considered a guarantee, as other rice vessels or vessels carrying essential commodities may arrive around the same time and compete for available berthing windows.
  2. Berth draft:
    1. Banjul Port: Approximately 9.5 metres
    2. Dakar Port: Approximately 11 metres
  3. L/C Issuing Bank: Trust Bank Gambia Limited and others
  4. L/C confirming Bank:
    1. Afreximbank, or
    2. Ghana International Bank PLC, United Kingdom or
    3. Others.

4.         All other terms and conditions of this tender shall remain the same.
