MINUTES OF THE PRE-BID MEETING

A pre-bid meeting for the work titled ‘REPLACEMENT OF CENTRIFUGAL PUMPS AT PUMP STATION LOCATED AT ST NO 24, G-13/2, ISLAMABAD’ was held on 31st August, 2026 (Monday) at Maintenance Directorate FGEHA, Street 13, G-13/3, Islamabad. The meeting was attended by the following members of the FGEHA Procurement (Evaluation) Committee:

1. Mr. Samiullah – Deputy Director (Maintenance)
2. Mr. Muhammad Awais Cheema – Assistant Director (Technical)
3. Mr. Waheed Abbasi – Drawing & Disbursing Officer (DDO)

2.         AGENDA, DISCUSSIONS AND CLARIFICATIONS

The meeting was convened to provide clarifications regarding the scope of work and to address the queries raised by the prospective bidders. Detailed deliberations were carried out, eligibility criteria as stipulated in the bidding document were reiterated in clear terms. All prospective bidders were informed that only those firms which strictly meet the prescribed eligibility criteria set forth in the bidding documents shall be eligible to participate in the bidding process. No deviation from the specified eligibility requirements shall be permitted at any stage, and the following points were also discussed and clarified:

1. It was emphasized that the procurement process is to be processed exclusively through EPADS 2.0. All necessary technical and financial requirements are clearly specified and available directly on the EPADS 2.0 portal.
2. Upon a query raised by one of the prospective bidders regarding the deduction of retention money, the committee clarified that 10% Retention Money will be deducted from each Interim Payment Certificate (IPC) until it reaches 5% of the total contract amount. The retained amount shall be refunded upon the successful completion of the Defect Liability Period, which is one (01) year after the completion of work.
