: Observations Regarding Layout Plan and Financial Turnover Requirement

With reference to the subject tender, we would like to submit the following observations for your kind consideration:

1. Layout Plan:
   It is requested that the detailed layout plan/drawings of the proposed work may kindly be shared with the bidders to enable proper understanding of the scope of work and accurate preparation of the quotation.
2. Financial Turnover Requirement:
   It has been noted that the tender requires an annual financial turnover of Rs. 75 Million, whereas the estimated cost of the project is only approximately Rs. 1.25 Million. The prescribed turnover requirement appears disproportionately high in comparison with the project value and may unnecessarily restrict the participation of otherwise capable and qualified contractors.

It is therefore respectfully requested that the financial turnover requirement may kindly be reviewed and rationalized, and may preferably be reduced to not more than Rs. 50 Million, so that wider and fair competition may be ensured.

We shall be grateful for your kind consideration and necessary amendment/clarification in this regard.

Response to clarification

The design and layout of the renovated area are part of the bidder’s scope of work. Bidders are therefore required to submit the proposed design, including 3D renderings/visualizations, which shall be evaluated in accordance with the requirements and evaluation criteria specified in the bidding documents.

For your convenience, theexisting building layout plan is attached herewith. The highlighted area indicates the portion proposed for renovation.

It is further apprised that theapproximate estimated cost of the project is Rs. 12.5 million, and not Rs. 1.25 million as stated in the observation. Accordingly, the annual financial turnover requirement of Rs. 75 million, prescribed by the Authority, is reasonable and justified.
