Cancellation and Re-advertisement of the Tender
Tender No. 1CF/4P/0601/2026 was initially advertised by Pakistan Railways Carriage Factory, Islamabad, with an opening date of 18 August 2026. However, the tender was cancelled on the scheduled opening date without prior notice or a publicly communicated justification. The relevant record may be verified through EPADS 2.0.
The tender was subsequently re-advertised with certain amendments to its terms and conditions. Most notably, the mandatory sample-submission clause was withdrawn. This material change has caused serious concern because the clause had previously been included as part of an established policy and technical evaluation framework and was being followed in the previous 3 procurements of the same material.
1. Reinstate the sample-submission clause and the policy parameters previously approved by the Honorable CME C&W with the endorsement of the AGM/M;
2. Keep the procurement proceedings under the subject tender in abeyance until this grievance has been examined and decided;
