Total representatives of 13 prospective bidders participated in the Pre-Bid Meeting, including 6 vendors through online mode.
The Project Manager welcomed the participating bidders and briefed them about the scope and requirements of the project. The queries and observations raised by the bidders were discussed in detail. The queries raised and their clarifications are as under:

NEPRA/IESCO Approval: CUI representatives enquired about the expected time for Net Billing approval/ license and requirement of zero export device for the time when the system is commissioned and net billing is not active. |
It was informed that in general it takes around 3 months to get the license and the hybrid inverters and genset synchronization devices have built in feature of zero export. Therefore, there is no need for zero export device installation. |

Single Line Diagram (SLD): Bidders requested the SLD and relevant electrical information. |

GI Channel Thickness: Bidders pointed out that 120-micron GI channel is not readily available in Pakistan, whereas 80-micron is available. |

The campus has three transformers: 630 kVA (427 kW), 400 kVA (260 kW), and 200 kVA (160 kW), each having a separate meter. Existing generators were also discussed. Bidders shall consider the existing electrical arrangement and comply with the approved SLD, IESCO requirements and tender specifications. |

PFI/Power Factor Improvement: Existing PFI capacities were discussed. |
PFI units of 200 kVAR, 150 kVAR and 95 kVAR are installed against the respective transformers. The bidder shall consider the existing PFI arrangement while designing and integrating the solar system. |

IESCO Compliance: Bidders sought clarification regarding grid interconnection requirements. |
Contractor shall ensure full compliance with IESCO/NEPRA requirements for grid integration and Net Billing. |

Site Visit and Solar Layout/Shadow Analysis: During the site visit, vendors inspected the proposed installation sites, transformers, power rooms, parking areas and proposed solar layout. Vendors raised a query that the proposed 5 ft spacing between the solar structures/rows may not be sufficient to avoid inter-row shadowing and may affect the shadow analysis and system performance. |
The solar layout plan shall be adjusted to avoid/minimize inter-row shadows. Revised drawings incorporating a minimum 12 ft gap between the relevant rows/structures has been incorporated and is attached at Annex-II. |
