There is availability issue of 150 KW hybrid inverter. The conventional inverter is available in the 150KW rating.

The provision of hybrid inverter shall remain. Availability of a single 150 kW hybrid inverter shall be checked and clarified, if required 150 KW can be managed by installing maximum three inverters of and in case of 100 KW string, a single inverter of 100 KW shall be used.

NEPRA/IESCO Approval: CUI representatives enquired about the  expected time for Net Billing approval/ license and requirement of zero export device for the time when the system is commissioned and net billing is not active.

It was informed that in general it takes around 3 months to get the license and the hybrid inverters and genset synchronization devices have built in feature of zero export. Therefore, there is no need for zero export device installation.

Single Line Diagram (SLD): Bidders requested the SLD and relevant electrical information.

The SLD and relevant IESCO electricity bills are attached at Annex-I

GI Channel Thickness: Bidders pointed out that 120-micron GI channel is not readily available in Pakistan, whereas 80-micron is available.

Specification are hereby revised from 120 micron to 80 micron GI channel.

Inverter Warranty: Bidders stated that a 12-year inverter warranty is generally not available, whereas 10 years extended warranty is available.

Inverter warranty requirement hereby revised to 10 years.

Structural Painting: Bidders sought clarification regarding the painting/coating requirement for the steel structure.

Painting specification is hereby revised to one coat of red oxide primer and two coats of enamel paint, as applicable.

GST/Taxes: Bidders asked about applicability of GST and other applicable taxes.

Taxes shall be deducted/paid as per applicable Government taxation laws and rules.

Bid/Performance Security and Retention: A bidder asked whether insurance would be accepted in lieu of the prescribed securities.

Only Bank Guarantee shall be accepted for Bid Security and Performance Security, as stipulated in the tender document.

Tuff Tile Quantity: Bidders pointed out discrepancies in the quantity of tuff tiles in the BOQ.

The tuff tile quantity is to be considered as  200 Sq M.

PCC 1:3:6 Quantity: Bidders pointed out that the PCC quantity requires correction.

The PCC 1:3:6 quantity is to be considered as 30 Cubic Metre.

Payment against Actual Work: Bidders sought clarification regarding payment of BOQ quantities.

Payment shall be made for actual executed/verified quantities in accordance with the conditions stipulated in the tender document.

Electrical Load/Transformers: The existing electrical arrangement and sanctioned loads were discussed.

The campus has three transformers: 630 kVA (427 kW), 400 kVA (260 kW), and 200 kVA (160 kW), each having a separate meter. Existing generators were also discussed. Bidders shall consider the existing electrical arrangement and comply with the approved SLD, IESCO requirements and tender specifications.

PFI/Power Factor Improvement: Existing PFI capacities were discussed.

PFI units of 200 kVAR, 150 kVAR and 95 kVAR are installed against the respective transformers. The bidder shall consider the existing PFI arrangement while designing and integrating the solar system.

IESCO Compliance: Bidders sought clarification regarding grid interconnection requirements.

Contractor shall ensure full compliance with IESCO/NEPRA requirements for grid integration and Net Billing.

Site Visit and Solar Layout/Shadow Analysis: During the site visit, vendors inspected the proposed installation sites, transformers, power rooms, parking areas and proposed solar layout. Vendors raised a query that the proposed 5 ft spacing between the solar structures/rows may not be sufficient to avoid inter-row shadowing and may affect the shadow analysis and system performance.

The solar layout plan shall be adjusted to avoid/minimize inter-row shadows. Revised drawings incorporating a minimum 12 ft gap between the relevant rows/structures has been incorporated and is attached at Annex-II.
