It is respectfully submitted that the subject tender requires Performance Guarantee exclusively in the form of a Bank Guarantee. However, in comparable NBP renovation tenders, different Performance Guarantee percentages have been prescribed—5% in one tender and 10% in others—without any apparent uniformity. The basis for this variation may kindly be clarified.
Furthermore, NBP has historically accepted both Bank Guarantees and Insurance Guarantees as Performance Security. It is therefore requested to clarify what specific regulatory, financial or operational necessity now requires restricting this facility to Bank Guarantee only, particularly when Insurance Guarantees from duly rated/approved insurance companies are also accepted in public-sector procurement.
It is therefore requested that the tender condition may kindly be reviewed and Insurance Guarantee may also be permitted as an alternative to Bank Guarantee through corrigendum, ensuring uniformity, transparency and equal opportunity for all bidders.
The raised queries regarding % of Performance Guarantee (Bank Guarantee) and alternative form for Performance Security submission are simple "Clarifications" rather than a grievance and should be submitted under the "Clarification" Section of EPADS.

With reference to the tender BOQ, we would like to seek clarification regarding the items where the Unit is mentioned as “% Job” / “% Nos.” with a quantity of 1.
The following issues require clarification:
The BOQ mentions the unit as % Job / % Nos., but no base amount, percentage basis, or measurable quantity has been provided against these items.
It is therefore unclear how the bidder is expected to calculate and quote the Rate and Amount for such items.
Furthermore, the Scheduled BOQ / Schedule of Rates is also not structured or provided on a percentage basis for these works. Therefore, there is no defined scheduled value against which a percentage can be applied.
In the absence of a defined base value in the BOQ or Scheduled BOQ, different bidders may interpret and quote the percentage differently, making fair and comparable financial evaluation impossible.
Kindly clarify whether these items are intended to be quoted as Lump Sum (L.S.) / Job / Nos. rather than percentage-based items, or provide the applicable base value and formula for calculating the percentage rate.
We therefore request you to kindly clarify the basis of “% Job / % Nos.” and provide the corresponding scheduled/base amounts, or revise the BOQ accordingly so that bidders can submit their financial offers accurately and uniformly.

Our Standard BOQ is based on the Nos, Job, Sq-ft and C-ft etc and other measuring units, whereas the percentage unit is provided on EPADs by PPRA. The Bidder are required to fill their rates in Job and other Units only

With reference to our earlier submission under Grievance Code GR0-P82846-001 regarding the procurement “Major Renovation & Refurbishment Work of NBP AIB Bhutta Road Branch (2295), Sukkur, Sindh & Balochistan Region” (P82846), and your email advising us to submit the matter through the prescribed clarification mechanism of EPADS 2.0, we respectfully seek the following clarification:
1. Performance Guarantee Percentage:
Kindly confirm whether the Performance Guarantee required under this procurement is 5% of the Contract Price, as specified in the Bidding Document.
2. Form of Performance Security:
The Bidding Document specifies Bank Guarantee as the acceptable form of Performance Guarantee. We kindly request clarification whether an Insurance Guarantee issued by a duly rated/approved insurance company may also be accepted as an alternative form of Performance Security, subject to NBP’s prescribed requirements, verification and safeguards.
We respectfully request that the above points may kindly be clarified through EPADS 2.0 so that all participating bidders may have a clear and uniform understanding of the applicable Performance Security requirement before submission of their bids.

it is the prerogative of the procuring agency to select any mode or form of instrument and in this case the bank desires bank guarantee as performance guarantee
