Does this need to be on stamp paper worth Rs.100/- or it can be on plain paper?
Also, we did not find a template in Forms section of RFP - is there a template we are to use, or we should generate our own.
The JV/Consortium Agreement or Power of Attorney shall be executed on appropriate stamp paper/e-stamp of the value prescribed under the applicable law and shall be duly notarized. The RFP does not prescribe a specific denomination of stamp paper, such as Rs.100/-, for the JV/Consortium Agreement or Power of Attorney; therefore, the applicable stamp paper shall be determined in accordance with the relevant law governing the instrument.
If no specific template for the JV/Consortium Agreement or Power of Attorney has been prescribed in the RFP. Bidders may prepare the document in their own format, provided that it clearly identifies the Lead Bidder and specifies the roles and responsibilities of the members, work/payment share and duration of the JV/Consortium

What is the intended use of 150 licenses -
- Only SERC (Academic) - university students enrolled in a degree program - Component I only
OR
- Both SERC (Academic) - university students enrolled in a degree program and USTP (non-commercial training for professionals who already completed degree) - Component I & II
We need this clarification as SERC (Academic) licenses are restricted for university use.
SERC licenses will be strictly used for degree programs (university students only).

What will be the license allocation among universities?
We need to know, how many universities will access the license pool and each university will be allocated home many licenses.
For example:
Total licenses: 150
# of universities: 3
Allocated licenses to each university: 50
And, will same pool of licenseds be used by both SERC and USTP - and what will be split? and license allocation for each segment SERC and USTP and with in SERC and and USTP.

Please note that EDA Software vendors (Cadence Design) provide support for purchased software for the duration of license. If license duration is 3 years then Cadence support is provided for 3 years, support access is disabled once licenses expire.
So, SLA cannot be valid for 5 years if it is beyond the software licenses duration.
Please calrify.
The duration of SLA will be same as per the licenses duration.

What is the dofference between "For Individual Positions" and "For Lots"?
Can you provide an example, for Lot 1: Software
Under this RFP, bids and evaluations are strictly on a Lot-wise basis.
For Lots (Applicable): Bidders must provide unit rates for all line items within Lot-1 to arrive at a total consolidated price for the entire Lot. Partial bidding within a Lot is not permitted.
For Individual Positions (Not Applicable): Refers to standard procurement terminology for pricing standalone items independently where individual line-item awards are allowed.

What kind of installtion of licenses and EDA software is expected from EDA Vebndor for below machines:
- High End Server for EDA tools
o License or software, Or Both|
- High end server for labs
o License or software, Or Both
- Engineering workstations (Student terminals)

Also, comfirm that RHEL Linux, OS libraries and utilities, admin and user account setups, port configuration for license and software access across network, connectivity (with labs and labs and central server) , machine mounts, vnc etc. will be done by Hardware team.
EDA Software vendor would be responble for Installing and configuring EDA software and centralized licenses on 1 machine.
Proposed plan is to install all licenses on High end server. But it can be changed according to need based.

- what are we suposed to cover - EDA tool installation, licenses management, reporting utility, support system,
We would like to confirm that training will not cover any technical, tool, design content - as such content would need few month training.
Clarification:
1. The training duration can be set as mutually agreed.
2. Training may be conducted in-person or remotely via Zoom, as mutually agreed.
3. The training shall be conducted as one training session.
Training Scope:
The training is intended to cover the operational/administrative aspects of the supplied software environment, including:
1. EDA tool installation and configuration
2. License management
3. Reporting/utilization utilities
4. Basic administration and support system
The training will not cover technical/design training or detailed use of EDA tools for IC design, as such training would require an extended duration spanning several months and is beyond the scope of this RFP.
