Violation of Rule 32 of PPRA
Rule 32 of PPRA says that "No procuring Agency shall introduce any condition which discriminates between bidders or that is considered to be met with difficulty". This body has set a condition of PEC registration for this small amount of work which is below one million. I have read PEC rules and I have not found any rule which demands PEC registration for this small amount of work. Furthermore I have called PEC head office and asked that what amount of minimum work is mandatory to have PEC registration? The officer said no PEC registration is mandatory for below 5 million work. According to PPRA rules such conditions are discriminatory and it just limit the participations of bidders and ultimately higher price is paid by the state institution not by the person who set such conditions. In other words it looks mala-fide and need in-depth investigations.
If there is any rule which demands PEC registration for such low amount of work than please quote this specific act and rule number here.
