We need to seek clarification regarding the above-mentioned criterion. Specifically, we would like to confirm what documents or supporting evidence are required to be attached/submitted against this criterion. Kindly clarify what is expected to be provided here so that we can ensure the submission is complete and fully compliant with the requirement.
2. Eligibility Critieria point 1 - The firm must not be in Active Blacklisted Firms on PPRA website (No document to be attached as to be checked via PPRA website by NICL) page 18 of 70
For the above criterion, we need clarification on what exactly NICL requires us to submit/attach as supporting documents. Kindly confirm the specific documents or evidence required to fulfill this criterion.

Certain evaluation aspects, including understanding of the assignment, methodology, and implementation approach, appear to overlap between these two criteria.
We would appreciate your clarification on whether these criteria will be assessed independently under their respective scoring allocations. The marks allocated under Understanding of Assignment and Methodology (20 Marks) and Presentation before the Evaluation Committee (15 Marks) are separate components of the Technical Evaluation and will be assessed independently.
The first criterion will be evaluated based on the bidder's written technical proposal, particularly its understanding of the assignment, proposed methodology, stakeholder consultation approach, work plan and implementation approach.
The presentation, on the other hand, will provide shortlisted firms an opportunity to present and further explain their proposed approach, transition framework, methodology, team capability and the value they intend to bring to NICL. The presentation will be assessed separately and will carry 15 marks.
While some aspects may naturally overlap, however, the assessment under both criteria will be made separately in accordance with their respective scoring allocations.
Regarding their second query, the presentation will be a separate part of the Technical Evaluation process and is not required to be included with the proposal submission. Firms shortlisted during the technical evaluation process will be invited separately to make a presentation before the Evaluation Committee. However, given the evaluation criteria requirements on E-PADS, the presentation may be attached during submission of bid.
The marks obtained in the presentation will form part of the overall Technical Evaluation score.
