Grievances Against the Technical Evaluation Criteria for the Tender "Renovation of I.T Branch offices at First Floor, HQ PAA, Karachi"
Prescribed criteria are excessively restrictive disproportionate to the scope of work, and contrary to the spirit of transparency, fairness ad open competition envisaged under the Public Procurement Rules, 2004. Rule-29 of the Public Procurement Rules, 2004 requires procuring agencies to formulate an appropriate evaluation criterion against which bids are be evaluated. Similarly, Rule-10 of the PPRA Rules requires that specifications and conditions be framed in a manner that allows the widest possible competition and does not place potential bidders at a disadvantage. Moreover, Rule-32 discourages discriminatory and unnecessarily difficult conditions that restrict competition.
