Non Compulsory Requirements
PEC registration is not compulsory for works under one million but the body has unnecessary put it in the documents. This is against the PPRA rule of transparency, open and competitive bidding and opportunities for all. This will limit the participation of the bidders and ultimately higher price will be paid by the procurement body and the state. More bidders means more competition and lower price.
The procurement body has mentioned that those bids not accompanied by bid money will be rejected but at the same time it is also mentioned in the document that bid declaration is also acceptable. Under EPADS 2 tenders are processed mostly by bid declaration. Bid money will limit the participation while with bid declaration there will be more participation. The aim of the EPAD system is to take out the contact between the procurement personnel's and the bidders before the bidding process is completed to ensure transparency which will be compromised with bid money submission.
It is therefore requested to take back the conditions of PEC registration and bid money to increase the participations of bidders. This country is under huge debt and have some mercy on it. Thank you
