We respectfully request a one (01) week extension in the bid submission deadline from the currently extended date of 7th September 2026. The Addendum containing major changes and additional information was issued on 25th August 2026 at COB, while 26th August 2026 was a public holiday. Therefore, additional time is required to thoroughly review the revised requirements, coordinate with the OEM, and finalize the necessary technical and financial compliance responses. Accordingly, we request an additional one (01) week extension.

Request for Site Layouts, Dimensions & Survey Details for TRS Installation

During the pre-bid meeting, it was discussed and mutually understood that the required site layouts, dimensions, and other relevant details would be shared with us to facilitate the preparation of the proposed solution.

We would therefore request you to kindly share the available site survey feedback/layouts and the relevant dimensions, particularly the available space and the required dimensions for the TRS/automatic system installation. This information will help us better understand the site constraints and ensure that the proposed solution is appropriately aligned with the available space and site requirements.

We have also carried out our site visits and understand the importance of verifying the actual site conditions. However, repeated site visits require considerable coordination and resources from all parties involved. Therefore, if the required dimensions, layouts, and observations from the site surveys already conducted can be shared with us, we can use this information to further refine and finalize our proposed solution without unnecessary duplication of the same exercise.

If there are any specific observations, questions, or requirements identified during the site surveys, kindly share those as well. We will review them and incorporate the necessary considerations into our proposal.

Since the proposal needs to be finalized shortly, receiving these details at the earliest would greatly assist us in ensuring that the proposed solution is technically clear, practical, and mutually aligned with the site requirements.

JOINT VENTURE

With reference to Page 27, BDS Clause 3 which states "JV/Consortium or Association Allowed: No" and "Number of JV/Consortium Members: Nil," we respectfully request that Joint Venture be allowed in this tender. Allowing JVs would enable broader participation of qualified bidders and combine technical expertise and financial resources, which is particularly beneficial for this complex procurement of Hand Baggage CT Scanning Machines requiring specialized technical capabilities, and after-sales support infrastructure including 10 years spares availability. We kindly request PAA to reconsider this restriction and allow Joint Ventures for this tender.

Response

The request to allow Joint Ventures (JV)/Consortium/Association is not accepted.

The existing provision regarding JV/Consortium/Association shall remain unchanged. Bidders are required to meet the prescribed technical, financial and eligibility requirements independently as specified in the bidding documents.

Sub-Authorization

In case Joint Venture is not permitted by the competent authority, it is requested to please allow sub-authorization for the bidder by the OEM authorized agent/distributor in country, and relevant clauses in the tender may please accommodate the same. The bidder will also take full guarantee of supply and support through submission of bid bonds, performance guarantees (in case of contract), while being fully supported by the OEM through the in-country authorized agent.

Response

Sub-authorization through the OEM’s authorized agent/distributor in Pakistan is not permitted. The bidder shall comply with the eligibility and authorization requirements specified in the tender documents.

Extension of Bid Submission Deadline

With reference to the bid submission deadline mentioned in the Bidding Documents, we request a six (06) week extension in the bid submission deadline due to the ongoing summer holidays which have significantly reduced the available working days for preparation of comprehensive technical and financial proposals, limited workface at OEM etc. Furthermore, mandatory site surveys at three locations in different cities requiring passes, clarity on the TRS length, and coordination with OEM for compliance documentation.

TRS LENGTHS & FAT (CT + TRS)

With reference to Page 73, Clause 4.6 which states "Deployment Method: Standalone with TRS. TRS length to be assessed during site survey by bidder in coordination with PAA and ASF," we request clarification on the exact TRS lengths required at all three airports (JIAP Karachi, AIIAP Lahore, and IIAP Islamabad) as this information is critical for accurate costing and system design. Divestment station (number of trays at input and output) may be advised based on this design/size requirements. Pls also confirm whether tray collection and retrieval system is to be part of the TRS.

The Bid Security amount of PKR 66,360,000 is being reduced by 50%, and the revised Bid Security amount shall be PKR 33,180,000.against the tender for procurement of Hand Baggage Scanning Machines for PAA Airports.

Reduction of Bid Security Amount

With reference to the Bid Security amount of PKR 66,360,000 mentioned at Page 33 of the Bidding Documents, we request that the Bid Security be reduced to PKR 10,000,000 as the current amount is significantly high and places a substantial financial burden on bidders without any substantial benefit to the procuring agency. The procuring authority is secured either way.

The Bid Security amount of PKR 66,360,000 is being reduced by 50%, and the revised Bid Security amount shall be PKR 33,180,000.

Reduction of Performance Guarantee

With reference to the Performance Guarantee requirement of 10% of contract value mentioned at Page 94 of the Bidding Documents, we request that the Performance Guarantee be reduced from 10% to 5% of the contract value, alternatively be divided up into 5% for the second year.

Extension of Delivery Period

With reference to the delivery period of 90 days mentioned at Page 33 of the Bidding Documents, we request that the delivery period be increased to 150 days, considering the complexity of CT scanning technology, mandatory FAT and Factory Training at OEM premises requiring visa processing and international travel, delayed shipping routes due to the ongoing war, site surveys at three locations, and the need for detailed engineering and system integration with existing airport infrastructure.

Response

The delivery period shall be extended from 90 days to 120 days. The stated delivery period shall cover delivery, installation and commissioning requirements as specified in the tender documents.

With reference to the requirement in Section 3.1 Following compliance is mandatory:

- Equipment should be on TSA qualified visual image technology list (attach compliance from OEM)

Kindly note that hand Baggage CT systems are TSA approved, but TSA does not certify these on the visual image technology list of the ACSTL which is specific for non CT technology only. Pls confirm if TSA Approved/Qualified system is acceptable

Request for Clarification on Network Infrastructure Responsibility

Query 7: 

With reference to Page 73, Clause 5.1, which requires "Centralized, network-compatible management software capable of monitoring, analyzing, managing, configuring and reporting all deployed machines through an authorized network," we request clarification on the network infrastructure responsibility - whether PAA will provide the network connectivity between all three sites, or whether the bidder is required to arrange the connectivity as part of the scope of work.

PAA has an existing network interconnecting JIAP, IIAP and AIIAP. However, depending upon the final installation location, additional local network connectivity and associated infrastructure, if required, shall be assessed and provided by the Bidder during the mandatory site survey in coordination with ASF and the PAA CNS team.

Request for Clarification on Factory Training Requirements

Query 6: 

With reference to Page 79, Clause 14.2 requiring Factory Technical Training for "Ten (10) personnel for Seven (07) working days" and Clause 14.3 requiring Factory Operational Training for "Ten (10) personnel for five (05) working days," please clarify whether these are two separate training sessions for the same 10 personnel (total 12 days per person) or two different teams of 10 personnel each (total 20 personnel, with one team for 5 days and one team for 7 days).

With reference to Page 72, Clause 2.1 stating that "PAA reserves the right to change the deployment locations anywhere within Pakistan without any change in the contract price," we request clarification whether this right applies only to the three designated airports or to any location throughout Pakistan, including remote or non-airport locations, and whether additional civil works or infrastructure requirements would be borne by the bidder in such cases.
