Request for Site Layouts, Dimensions & Survey Details for TRS Installation

During the pre-bid meeting, it was discussed and mutually understood that the required site layouts, dimensions, and other relevant details would be shared with us to facilitate the preparation of the proposed solution.

We would therefore request you to kindly share the available site survey feedback/layouts and the relevant dimensions, particularly the available space and the required dimensions for the TRS/automatic system installation. This information will help us better understand the site constraints and ensure that the proposed solution is appropriately aligned with the available space and site requirements.

We have also carried out our site visits and understand the importance of verifying the actual site conditions. However, repeated site visits require considerable coordination and resources from all parties involved. Therefore, if the required dimensions, layouts, and observations from the site surveys already conducted can be shared with us, we can use this information to further refine and finalize our proposed solution without unnecessary duplication of the same exercise.

If there are any specific observations, questions, or requirements identified during the site surveys, kindly share those as well. We will review them and incorporate the necessary considerations into our proposal.

Since the proposal needs to be finalized shortly, receiving these details at the earliest would greatly assist us in ensuring that the proposed solution is technically clear, practical, and mutually aligned with the site requirements.

With reference to Page 27, BDS Clause 3 which states "JV/Consortium or Association Allowed: No" and "Number of JV/Consortium Members: Nil," we respectfully request that Joint Venture be allowed in this tender. Allowing JVs would enable broader participation of qualified bidders and combine technical expertise and financial resources, which is particularly beneficial for this complex procurement of Hand Baggage CT Scanning Machines requiring specialized technical capabilities, and after-sales support infrastructure including 10 years spares availability. We kindly request PAA to reconsider this restriction and allow Joint Ventures for this tender.

TRS length to be assessed during site survey by bidder in coordination with PAA and ASF," we request clarification on the exact TRS lengths required at all three airports (JIAP Karachi, AIIAP Lahore, and IIAP Islamabad) as this information is critical for accurate costing and system design. Divestment station (number of trays at input and output) may be advised based on this design/size requirements. Pls also confirm whether tray collection and retrieval system is to be part of the TRS.

Centralized ETD Management Software Clause 5 on Page No. 27

5.1. Centralized, network-compatible fleet management software capable of monitoring, analyzing, and commanding all deployed (ETD) devices from an authorized networked computer. The software must have the following capabilities:

 

As per our manufacture, these characteristics are OEM-specific. For this reason, this requirement limits our ability to offer the requested functionality. It is recommended to consider monitoring capabilities rather than commanding all deployed ETD devices. Your favorable consideration is requested in this regard.

SERVICE AND CONFIGURATION ACCESS:

The bidder shall provide PAA with all OEM-authorized service and configuration tools, including hardware security keys (where applicable), software utilities, licenses, access credentials and documentation required to configure, maintain, diagnose, calibrate, update and modify operational parameters of the equipment. The bidder shall ensure that PAA is not dependent on the OEM or bidder for routine service configuration and maintenance activities. All such tools shall be supplied as part of the contract without additional cost. All software and service tools shall be supplied with non-expiring licenses transferable to PAA and shall not require recurring subscription or annual renewal for their intended use.

We respectfully request clarification regarding this requirement. Please note that the handover of OEM security keys and access credentials to the customer for maintenance, troubleshooting, configuration, or related activities during the warranty period may result in the OEM warranty becoming void. Please note that such security keys and access credentials are the proprietary property of the OEM and, as a global standard practice, are not disclosed or issued to end users during the warranty period.

Considering the time required for site surveys, clarification requests, OEM coordination, and bid preparation, the available period is insufficient for the preparation of a comprehensive proposal.

Additionally, the current period coincides with the summer holiday season in Europe, during which many OEM representatives are unavailable, further affecting bid preparation activities.

We therefore respectfully request an extension of the bid submission date by at least 30 days beyond 17 August 2026.

PAA has an existing network interconnecting JIAP, IIAP and AIIAP. However, depending upon the final installation location, additional local network connectivity and associated infrastructure, if required, shall be assessed and provided by the Bidder during the mandatory site survey in coordination with ASF and the PAA CNS team.

With reference to Page 79, Clause 14.2 requiring Factory Technical Training for "Ten (10) personnel for Seven (07) working days" and Clause 14.3 requiring Factory Operational Training for "Ten (10) personnel for five (05) working days," please clarify whether these are two separate training sessions for the same 10 personnel (total 12 days per person) or two different teams of 10 personnel each (total 20 personnel, with one team for 5 days and one team for 7 days).

Query 5: 

With reference to Page 72, Clause 2.1 stating that "PAA reserves the right to change the deployment locations anywhere within Pakistan without any change in the contract price," we request clarification whether this right applies only to the three designated airports or to any location throughout Pakistan, including remote or non-airport locations, and whether additional civil works or infrastructure requirements would be borne by the bidder in such cases.

The Procuring Agency reserves the right to change the deployment location to any major or medium airport of Pakistan, if required, without any change in the Contract Price.

However, any major civil works or infrastructure modifications shall not form part of the Bidder’s scope under this Contract.
