PRE-BID GRIEVANCE UNDER RULES 4, 32 AND 48 OF THE PUBLIC PROCUREMENT RULES, 2004 - OBJECTION TO MANDATORY SECTOR REGISTRATION, SINGLE-LOT BIDDING STRUCTURE AND 500-SHEET SAMPLE REQUIREMENT WITHOUT OFFICIAL ARTWORK REGARD TO TENDER STANDARD BIDDING DOCUMEN
Respected Sir,
Please find attached our detailed pre-bid grievance letter regarding the tender titled “Procurement of Computer Stationery Items for MIS PESCO” (Procurement Ref. P55727).
The objections relate to the following conditions mentioned in the Standard Bidding Document (SBD):
1. Mandatory registration with DISCOs/NTDC/GENCOs/WAPDA/PPMC.
2. Single-lot bidding structure and unclear provision for item-wise bidding.
3. Submission of 500-sheet samples for each item without providing official artwork via E-pads.
It is respectfully requested that the attached grievance be placed before the Grievance Redressal Committee for consideration and decision before the bid-submission deadline.

1. The mandatory eligibility criterion requiring sector-specific registration, as well as the adoption of a single-lot bidding structure, are in accordance with the Terms of Reference (ToRs) prepared by the Technical Committee constituted vide Chief Technical Officer O/O No. 1159-63 dated 15.09.2025, with the approval of the Chief Executive Officer.
2. Furthermore, as per the ToRs, the single-lot bidding structure was adopted to avoid operational and administrative complications.
3. The Eligibility criteria mentioned in ToRs states that:
i. Registration with the DISCOs/ NTDC/ GENCOs/ WAPDA/ PPMC
ii. The bid must be quoted for all the items and for full quantity, to avoid complications during inspection on different dates and places
4. The official artwork/specimens have been uploaded and are available on the e-PADS portal under Section 4 Specifications/ Requirements (image attached). Any bidder requiring a physical sample may collect it from the concerned office during working hours.
