The GRC has reviewed grievances GR0-P55013-001 & GR0-P59633-001 by M/s. M.K. Babar Construction Co. regarding alleged blurry newspaper advertisements. Upon verification, the claim is factually incorrect. Both packages were published with clear legibility on 04-07-2026: Package /05/42 under NIT 10 (Express Tribune: https://tribune.com.pk/epaper/2026-07-04/1?page=20) and Package /05/211 under NIT 13 (Business Recorder: https://epaper.brecorder.com/2026/07/04/3-page/attachment/2311777-picture.html). Inspection of physical and e-papers confirms all text and data are perfectly readable. Furthermore, under EPADS v2.0, high-resolution digital copies of NITs and complete Bidding Documents have been fully accessible on the portal (https://epads.gov.pk) since 09-07-2026. As fair competition is unaffected, the grievances are untenable.
