In the interest of ensuring fair and open competition, it is requested that bidders be allowed to propose their own technically compliant mechanical design / solution, provided that all mandatory requirements, functional parameters and performance criteria specified in the bidding documents are fully satisfied.

As the invitation of bids is open for all prospective bidders foreign as well as local, however if a local manufacturer wants to claim price preference over a foreign manufacturer it has to obtain a dedicated Bonafide local manufacturer certificate of value addition according to IESCO's AMI Meters Specification for relevant type of meter from Engineering Development Board (EDB) and submit with the technical bid.

Please be informed that requirement of registration under local manufacturing category M-5 stands lifted for the subject tender. Hence foreign bidders/manufacturers are eligible to participate both directly and indirectly.

CDigital is preparing a bid against the above procurement, for which the deadline is presently. We respectfully request an extension of four weeks.
Several distribution companies currently have AMI meter procurements open with closely spaced deadlines. Manufacturer's authorisations, capacity confirmations and firm offers are consequently taking considerably longer to obtain than they would for a single tender.
The remaining period is also short for the supporting documentation required from foreign principals, being type test reports, DLMS certification, supply records and performance certificates, some of which require attestation, and for the arrangement and physical lodgement of the bid security.
A modest extension would allow a greater number of substantially responsive bids to be received, which we respectfully submit would improve price competition without prejudice to any bidder. Instructions to Bidders clause [9.4] provides for the procuring agency to extend the deadline at its discretion. Should four weeks not be possible, we would be grateful for such shorter extension as you consider appropriate.

Dear Sir,
While submitting the tender on EPADS, Step 9 – Annexures has a 5 MB upload limit for each required document, which is insufficient for large documents.
The IESCO Specifications document is 250+ pages and is required to be signed and stamped before uploading. It is practically impossible to upload such lengthy documents within the 5 MB limit.
Kindly remove the requirement to sign and stamp such lengthy documents, or increase the 5 MB limit for each annexure, so that the tender can be submitted successfully.
