It is respectfully submitted that the uploaded RFP does not prescribe Pakistan Engineering Council (PEC) Registration as a mandatory eligibility requirement or as a required document for submission. The procurement is for Third-Party Outsourced Manpower Services, and the mandatory eligibility criteria are clearly defined in Section 4.1 of the RFP.
Also, the RFP requires the deployment of various IT professionals and specifies the academic qualifications, professional certifications, and experience required for these positions. However, it does not require the bidding firm itself to possess PEC registration.
However, the EPADS portal appears to require PEC Registration during bid submission. We kindly request that you clarify whether this requirement is applicable. If not, we request that the PEC requirement on EPADS be removed or marked as "Not Applicable" to ensure that all bidders are evaluated strictly in accordance with the published RFP.
Your prompt clarification will be highly appreciated.
As informed telephonically, we understand that PEC registration is not applicable for IT personnel outsourcing services and that an undertaking may be uploaded instead. However, since the EPADS portal marks this field as mandatory, we kindly request confirmation that an undertaking stating PEC registration is not applicable for this procurement may be uploaded against the PEC field without affecting the responsiveness of our application.

Evaluation criteria asked for Relevant Experience, given no detail of required manpower it is understood that this means the experience of provision of contract outsource staff. If we attached all of our experience the file size exceeds 40 MB as our total clients for such services became to 30+. the required field size is 10 MB, how many client data to be added here. we request to provide document to clear the ambiguity.

Relevant Experience/Similar Assignments: Applicants need only submit details of major, relevant outsourced manpower assignments (preferably from the last 3–5 years) demonstrating comparable scope and complexity; submission of all contracts is not required.
Methodology: Applicants should submit their standard approach for mobilization, deployment, supervision, replacement, service continuity, complaint handling, and compliance. The reference to SLA is a typographical error and stands omitted. These clarifications form part of the Prequalification Documents and apply equally to all applicants.
