Grievance Regarding Ambiguities, Contradictions and Restrictive Conditions in the Pre-Qualification Documents for Procurement of Stationery Items (PPRA Ref. No. P53180)
With due respect, we intend to participate in the subject procurement process for the Pre-Qualification of Firms for Provision of Stationery Items. After carefully reviewing the bidding documents uploaded on E-PADS, we have observed several material ambiguities, contradictions and inconsistencies which may adversely affect transparency, fair competition and equal opportunity among bidders.
In view of Rule 48 of the Public Procurement Rules, 2004, we respectfully submit the following grievance for your kind consideration:
Contradictory References to Security Services:
Although the procurement is for Stationery Items, various clauses of the bidding document repeatedly refer to Security Items/Security Services, including eligibility requirements, experience criteria, registration requirements and evaluation criteria. Furthermore, the financial bid format requires bidders to quote "Per Person Per Month Service Charges," which is clearly applicable to security or manpower services and not to the supply of stationery items. These contradictions create serious ambiguity regarding the actual scope of procurement.
