Grievance Description

The required category of PEC, C3, is for projects costing up to 500 million, whereas the estimated project cost calculated by NCRD is 37 million. Similarly, Ministry of Energy approval is required for a net metering system, not for hybrid systems.
It looks like the criteria set by the department are for specific/ favourite vendor, not for open competition.

As per check list for enlistment of installer with Private Power and Infrastructure Board (PPIB) under AEDB (Certification) Regulation, 2021 (Copy attached), Pakistan Engineering Council (PEC)‘s valid License for the relevant category under the relevant specialization code may be relaxed to C5/FC-1 for subject project, however, being net-metering/reverse-metering hybrid system (with power back-up) applicable rules and regulations and approval from M/O Energy will be required.
The corrigendum to bidding documents may be issued accordingly.
