Subject: Pre-Bid Clarifications / Reservations - Tender No. (01/27) for Procurement of Truck Mounted Cranes (03 Ton), Due on 14 July 2026

With reference to the above-mentioned tender and the Pre-Bid Meeting scheduled to be held on Tuesday, 07 July 2026 at 11:00 AM at the office of the Director Procurement (Distribution), MEPCO Headquarters, Khanewal Road, Multan, we respectfully submit the following observations and requests for clarification for your kind consideration.

It is respectfully submitted that the Public Procurement Rules, 2004 are intended to ensure fair competition, transparency, economy, and maximum participation of qualified bidders. In this spirit, we request the Procuring Agency to kindly consider the following:

1. Requirement of PEC Registration (Category CB)

The bidding documents require bidders to possess a Pakistan Engineering Council (PEC) Registration in Category CB.

Since the subject procurement pertains exclusively to the supply of Truck Mounted Cranes (Goods) and the bidding documents already prescribe comprehensive qualification requirements, including Manufacturer's Authorization, relevant experience, technical compliance, and ISO certifications, the mandatory requirement of PEC Registration (Category CB) appears to be beyond the scope of the procurement.

This is with reference to Tender No. P52763 for the procurement of 21 Units of 3T Truck Mounted Cranes.

We respectfully request you to kindly extend the tender submission/opening date by at least two (02) weeks, preferably up to 31st July 2026.

As the Original Equipment Manufacturer (OEM) is based in China, additional time is required to obtain the complete technical and commercial information necessary to prepare a comprehensive and competitive proposal in accordance with the tender requirements.

We would highly appreciate your kind consideration of our request and look forward to your favorable response.

With reference to above-mentioned tender inquiry, we kindly request an extension of the bid submission deadline, Our OEM is currently on holidays and will resume operations on 15 July 2026. As a result, we are unable to obtain the required technical and commercial documentation necessary to prepare a complete and compliant bid within the current submission timeline.. Additionally, the issuance of the Bank Guarantee for bid money requires extra time, as no prescribed Bank Guarantee format has been provided in the tender documents.

In view of the above, we kindly request an extension of the bid submission deadline by 10 days from 15 July 2026 to enable us to submit a complete and competitive bid.
