Representation Against Restrictive "International Brand" Eligibility Condition in Tender No. 4387 for Procurement of Desktop All-in-One Computers
Upon review of the tender documents, it has been observed that the requirement for an
"international brand" creates an unnecessary and restrictive eligibility condition which
effectively excludes qualified Pakistani manufacturers and local OEMs from participating in the
procurement process.
Public procurement should be based upon technical compliance, performance, warranty
obligations, service capability, financial strength, and value for money. Restricting participation
solely to international brands is not directly related to the technical requirements of the
equipment and therefore limits fair competition.
Agreed with CITO LESCO letter No. LCC/3336-39 as attached and endorsed as decision of LESCO GRC
grievance for technical specification and its timeline for submission.
Reviewing of the bidding documents and its specification, your esteemed organization demand desktop computer in tower casing and the same time they demand All in one computer or higher while both of the requirement is different and there is no Apple-to-Apple comparison on technical and financial evaluation. so please clarify the requirements and please its a request to precuring Agency to extend the time of submission deadline for work on this tender or equally allow the bidders to participate in this tender no. 4387.
