Grievance / Request for Clarification Regarding PRA Registration Requirement
We respectfully seek clarification regarding the requirement of Punjab Revenue Authority (PRA) Registration mentioned under the eligibility criteria of the subject procurement.
As the Procuring Agency is located in the Islamabad Capital Territory (ICT) and the services are to be provided within the Federal Territory, we kindly request clarification on the rationale for making PRA registration a mandatory eligibility requirement.
We would appreciate it if the Procuring Agency could clarify whether this requirement is specifically applicable to the subject procurement or if registration with the relevant tax authority, as applicable under the governing laws and jurisdiction of the service provider, would also be considered acceptable.
Your clarification will help all prospective bidders correctly understand the eligibility requirements and ensure fair and transparent participation.

The Committee considered the grievance submitted by M/s National Consulting for Business and Management Solutions (Pvt.) Ltd. regarding the requirement of Punjab Revenue Authority (PRA) registration under the subject tender. The Committee noted the clarification provided by the Procuring Agency that the requirement of PRA registration is not applicable for the subject procurement and that a corrigendum clarifying the same will be uploaded on EPADS for the information of all prospective bidders before the opening of bids. Since the issue raised by the aggrieved bidder will be resolved through the issuance of the said corrigendum, the Committee is of the view that no hearing is required in the matter.
The grievance is disposed of, subject to the issuance of the corrigendum by the Procuring Agency addressing the bidder's query
