Grievance Regarding PEC Registration Requirement in Tender
Respected Sir/Madam,
This grievance is submitted regarding the tender condition requiring PEC registration to remain active at the time of application submission.
As per PEC regulations, PEC licenses expire on 30th June each year, and the renewal process generally requires approximately 15–30 days for completion. Furthermore, there are ongoing issues in the biometric verification process of engineers, which are causing delays in PEC renewals.
Due to these circumstances, many eligible firms may face difficulties in fulfilling this requirement despite having valid prior PEC registration and being in the process of renewal.
Therefore, it is requested that the procuring agency may kindly either:
Extend the tender closing date to provide sufficient time for completion of the PEC renewal process; or
Allow participation on the basis of the existing/previous PEC registration codes until the renewal process is completed.
This will ensure fair competition and avoid the unnecessary exclusion of eligible bidders due to procedural delays beyond their control.
Your kind consideration and appropriate action in this matter will be highly appreciated.
With reference to the grievance submitted regarding the PEC registration validity requirement for participation in the tender process, the matter has been examined.
It is hereby clarified that the grievance is accepted subject to the condition that bidders must provide a valid PEC Registration valid up to 30th June 2026, along with proof of renewal application submission and payment challan.
Only the firms meeting the above condition will be considered eligible for participation in the tender process.
