With reference to the “Pre-Qualification for Industries / Businesses / IT Firms Led Training & Job Placement Program”, we seek clarification regarding the identification and presentation of trades/programs in the pre-qualification submission.
Upon review of the pre-qualification document, we could not find any specific list of trades, technologies, or training programs against which applicants are required to demonstrate capability and experience.
We would appreciate your guidance on the following:
Is there a prescribed list of trades/technology domains that bidders should address in their pre-qualification submissions?
In the absence of a defined list, should applicants provide their experience and capacity across all relevant trades/programs within their area of expertise?
How should trades be presented in the submission (e.g., by technology domain, certification pathway, training category, or another format preferred by NAVTTC)?
Your clarification will help ensure that our submission is aligned with NAVTTC’s expectations and evaluation requirements.

The purpose of this pre-qualification process is to identify industries, businesses an IT firms with the capacity to deliver quality training and achieve meaningful job placement outcomes. The emphasis is therefore on employability, placement potential and demonstrated delivery capability rather than on a predefined list of trades and sectors.
There is no prescribed list of trades technologies or training programs at this pre-qualification stage. However, applicants may propose training programs trades or technology domains that align with their expertise and industry focus.

We are facing an issue while attempting to participate in a procurement on EPADS. Although our vendor profile is complete and up to date, we are receiving the following message:
"You are not eligible to participate in this procurement. Your business is not eligible for this procurement."
We are a registered NAVTTC Training Partner and have ensured that all required information and documents are properly updated in our EPADS profile. Therefore, we would appreciate your assistance in identifying the reason for this ineligibility.
Please review our account and advise whether there are any specific eligibility requirements or profile settings preventing us from participating in this procurement.
M/S Skills Lab, Sialkot (registered as Sole Proprietorship on E-PADS v.2.0) is not eligible for this pre-qualification because Criteria in Pre-Qualification document does not allow Sole Proprietorship.
Do we need to submit hardcopy as well.

It is respectfully submitted that the subject procurement is a Pre-Qualification Process, and the document clearly provides that only pre-qualified applicants shall subsequently be invited to submit bids under Clause 27.1.
However, PDS Clause 9 requires submission of a Bid Security of Rs. 1,000,000 along with the pre-qualification application.
Since bid security is ordinarily required at the bidding stage under the PPRA Rules, whereas pre-qualification is intended only to assess the capability and eligibility of applicants, we respectfully request the Procuring Agency to review this requirement and either:
Remove the requirement of bid security from the pre-qualification stage; or
Clarify the legal basis under the PPRA Rules, 2004 for requiring bid security before the invitation of bids.
This clarification will ensure transparency, consistency with the PPRA Rules, and wider participation by eligible applicants.
