Dear Sir,

With reference to the tender for procurement of High End ICU Electronic Beds, we would like to respectfully submit our observations regarding certain technical specifications published in the bidding documents.
We appreciate the efforts of the technical committee in developing specifications aimed at ensuring quality patient care. However, some requirements appear to be restrictive and may unnecessarily limit competition by favoring a limited number of manufacturers. We therefore request the competent authority to consider the following amendments to encourage broader participation of internationally recognized manufacturers while maintaining the required clinical performance, quality, and patient safety standards.
The proposed amendments are as follows:

1. Bed Structure & Mechanical Specifications
Existing: Dual telescopic lifting columns or better
Requested: Kindly remove this requirement and allow equivalent lifting mechanisms that provide the same functional performance and safety standards.
This specification is manufacturer-specific and does not directly impact clinical outcomes or patient safety.

2. Movements & Positioning
Height Range (without mattress)
Existing: 39–77 cm or better
Requested: 40–85 cm or better
The proposed range provides equal or better operational flexibility and patient handling convenience.

Trendelenburg / Reverse Trendelenburg
Existing: ±12° or better
Requested: ±15° or better

Dear Sir,
1. With reference to the above-mentioned tender, we respectfully seek clarification regarding the acceptable form of Bid Security.
2. It is noted that the Tender Notice specifies that the Bid Security is to be submitted in the form of Pay Order / CDR. However, the checklist provided in the EPADS Tender Documents (Page No. 25 of 82) states as follows:
"The firm will provide CDR / Bank Guarantee / Pay Order in favor of Project Director."
4. The above provisions appear to be inconsistent regarding the permissible forms of Bid Security.
5. In order to ensure compliance with the bidding requirements and to avoid any ambiguity at the time of bid submission and evaluation, it is requested that the Procuring Agency kindly clarify whether a Bank Guarantee issued by a scheduled bank, in the prescribed amount and validity period, shall also be considered an acceptable form of Bid Security for this tender.
6. Your clarification will assist all prospective bidders in preparing their bids strictly in accordance with the requirements of the bidding documents.

GRIEVANCE AGAINST THE URCHASE OF LOW END ICU PATIENT BEDS - PROJECT TITLED “ESTABLISHMENT OF STROKE INTERVENTION & EXPANSION OF CRITICAL CARE/ CARDIAC FACILITIES AT PIMS, DUE ON 18-06-2026.

The requirement of a telescopic column system is restrictive. Our offered ICU bed uses a linear actuator with linkage mechanism, which provides equivalent performance in terms of height adjustment, stability, and safety. As many leading manufacturers also offer this design, we request the specification be amended to “Telescopic Column / Linear Actuator Linkage System” to ensure fair competition.
The advertised specification includes lateral tilting feature, which is typically associated with high-end ICU beds. It is respectfully submitted that for low-end/general ICU beds, this feature is not universally required and is not commonly provided by all major manufacturers in this category.
Including this requirement may restrict fair competition and limit participation of otherwise technically compliant products. Therefore, we request to remove this, in order to ensure wider participation and competitive bidding.
The requirement of an in-built height scale as mandatory is restrictive in nature, as it is not a standard feature across all ICU bed manufacturers. We request to make it optional but not mandatory to quote to ensure fair competition and wider participation.
