Request for Clarification on Discrepancy in Scanner Specifications

With due respect, it is submitted that there appears to be a discrepancy in the scanner specifications mentioned in the tender documents.
The required scanning speed is specified as 75 pages per minute (PPM), which falls under the category of departmental/workgroup desktop document scanners. However, the tender also requires a 250-sheet Automatic Document Feeder (ADF) capacity and specifies the HP brand.

We would like to bring to your kind notice that, as per prevailing market standards, HP and other leading manufacturers generally offer scanners in the 70–80 PPM range with ADF capacities of approximately 80 sheets. A 250-sheet feeder capacity is typically available in heavy-duty production scanners.

It is further clarified that even in the HP product range, there is no scanner model available with 75 PPM speed combined with a 250-sheet feeder capacity.

In view of the above, it is requested that the Procuring Agency kindly clarify whether the required ADF capacity should be considered 80 sheets instead of 250 sheets, or alternatively allow equivalent market-standard configurations for scanners meeting the required 75 PPM scanning speed.

Your clarification will enable all bidders to quote compliant and competitive products in accordance with the actual requirement.
