In view of the above, we respectfully request the Employer to grant a further extension of one (1) month to the Bid Submission Deadline. The requested extension will enable us to incorporate the updated requirements and submit a complete, competitive, and fully responsive Bid.

REQUEST FOR FURTHER EXTENSION OF THE PROPOSAL SUBMISSION DEADLINE

Respected Sir,

1.    CDigital gratefully acknowledges the Employer’s extension of the Proposal submission deadline to 20 August 2026. This extension has been of material assistance, and the Technical and Financial Proposals are presently at an advanced stage of preparation.
2.    The changes introduced through Addendum No. 03 require corresponding confirmations to be obtained afresh from the equipment manufacturers and sub-suppliers, including revised technical particulars, performance guarantees, type-test and model-test references, delivery schedules and price validities. These confirmations involve sequential engineering and commercial reviews at the manufacturers’ works and, despite continuous follow-up by the Consortium, cannot be completed responsibly within the time now available.
3.    In addition, the ongoing armed conflict between the United States and Iran has severely disrupted shipping, insurance and logistics worldwide. Re-routing of vessels, elevated war-risk premiums, port congestion and constrained banking and communication channels have delayed the responses of manufacturers and suppliers in respect of freight, delivery schedules and price confirmations. These circumstances are entirely beyond the control of the Proposers.
4.    In view of the foregoing, it is respectfully requested that the Proposal submission deadline be further extended by a period of two (2) months beyond 20 August 2026, that is, up to 20 October 2026, with corresponding adjustment of the Proposal validity and Proposal security periods.
5.    The extension requested is of general application and would enable all Proposers to submit complete, competitive and fully responsive Proposals, to the ultimate benefit of the Project and of the evaluation process.

Pre-Bid Clarification – Basis of Guaranteed Turbine Weighted Average Efficiency (>92.8%), Sub-Clause 1.1.15 & Table 8-6

Reference: Volume-II, Employer's Requirements, Sub-Clause 1.1.15 (Efficiency) and Table 8-6: "Guaranteed Turbine Weighted Average Efficiency shall be greater than 92.8%."

Dear Sir,

The guaranteed turbine weighted average efficiency is governed by the weighting factors specified in Sub-Clause 1.1.15 (59 / 20 / 12 / 9 at 100 / 80 / 60 / 40% turbine power), which place substantial weight on the part-load points (60% and 40%), where Francis turbine efficiency inherently declines. The resulting weighted average is therefore highly sensitive to the reference runner design and to the net head at which the load points are evaluated.

To enable all Proposers to guarantee on a common and demonstrable basis, we request the Employer to clarify:

Whether the >92.8% requirement is derived strictly by applying the Sub-Clause 1.1.15 weighting factors (59/20/12/9) to the four load points, and at what reference net head / reservoir condition these points are defined.

The specific reference runner, model designation and manufacturer, and the model/prototype test from which the 92.8% weighted average value was obtained, so that all Proposers may benchmark against a demonstrated, achievable figure.

Pre-Proposal Clarification - Interrupting Technology of the 11 kV Generator Circuit Breakers

Dear Sir,

Under Volume-II, Part-II, Technical Provisions, Sub-Clause 3.5.1, the Generator Circuit Breakers (GCBs) are specified as vacuum type. However, Addendum No. 01 requires the 11 kV switchgear for the generating units to be of SF₆ type, while all other 11 kV switchgear remains specified as vacuum type.

We respectfully request the Employer to confirm that vacuum-type Generator Circuit Breakers, as originally specified under Sub-Clause 3.5.1, shall remain acceptable, provided they comply with all specified ratings and technical requirements.

Generator Circuit Breakers are specially designed to interrupt generator fault currents, system faults, synchronization switching, and other generator operating duties. Vacuum Generator Circuit Breakers are widely used and proven for these applications at the 11 kV level and fully satisfy the required performance and interrupting capabilities.

We also note that the Schedules of Technical Particulars continue to specify “Arc Quenching Medium (Vacuum)/SF₆ Breakers” for the Generator Circuit Breakers, indicating that both technologies are acceptable.

Using vacuum technology for the Generator Circuit Breakers also provides the benefit of maintaining common equipment with the remaining 11 kV switchgear, simplifying operation, maintenance, and spare parts management. In addition, vacuum circuit breakers require no gas handling or gas density monitoring and offer high reliability and long service life.

In view of the above, we kindly request the Employer to confirm that vacuum-type Generator Circuit Breakers are acceptable for the 11 kV Generator Switchgear, provided they meet all requirements of the Bidding Documents.

Your clarification will be appreciated to enable bidders to prepare technically compliant and competitive proposals.

Dear Sir,

We respectfully refer to the bidding process for the 54 MW Attabad Hydropower Project and would like to request a second extension of the bid submission deadline (16-June-2026) for a minimum period of eight (08) weeks.

As you are aware, the successful preparation of a competitive and technically sound bid requires extensive coordination with international manufacturers and suppliers for major electromechanical and associated equipment. Despite our continuous efforts and follow-ups, we have received a relatively limited response from several foreign manufacturers.

The primary reasons communicated by these manufacturers include:

1- Concerns regarding the prevailing conditions in the power sector, which have affected their willingness to participate in new projects in the region.

2- Financial and commercial uncertainties that have resulted in extended internal review and approval processes by potential suppliers.

3- Security-related concerns associated with the region, leading some manufacturers to undertake additional risk assessments before committing to quotations and technical proposals.

These factors have significantly affected the timely receipt of firm quotations and technical inputs necessary for the preparation of a comprehensive and competitive bid.

In view of the above circumstances, we kindly request the Employer to grant a second extension of at least eight (08) weeks for the bid submission date. This additional time will enable bidders to secure meaningful participation from reputable international manufacturers and submit more competitive and technically optimized proposals, ultimately benefiting the project and the Employer.

This is with reference to the Invitation to Bid / Proposal for the subject cited project. We have initially gone through the bidding documents and request the Employer for the following:

1. Sr. No. 4.2(a) of Section-III [Evaluation and Qualification Criteria] requires that “A minimum number of contracts specified below that have been satisfactorily completed as a Prime Contractor, Joint Venture Member, Management Contractor or Subcontractor between January 01, 2005 and Proposal submission deadline: Either

One Contract of Hydropower Projects of 45 MW or higher and should be in successful commercial operation for one year

Or

Two (02) separate Contracts of Hydropower Project totaling 45 MW or higher and at-least one should be in successful commercial operation for one year.

Keeping in view the true spirit of EPC contract, we hereby request the Employer to modify the said criteria as follows:

One Contract of Hydropower Projects of 45 MW or higher and should be in successful commercial operation for one year

Or

Three (03) separate Contracts of Hydropower Project totaling 45 MW or higher and with one of the contracts must be at least 35 MW and at-least one should be in successful commercial operation for one year.

With due respect, it is submitted that your office advertised the bidding for Electrical and Mechanical (E&M) Works of the 54 MW Attabad Hydropower Project. We have noted that the bid submission date has been extended; however, no addendum or corrigendum in this regard has been found on the EPADS application or any other available source.

In this connection, it is kindly requested to clarify the following points:

Whether bidders are required to obtain manually issued bidding documents from the office of the Project Director, or if the soft copy downloaded from the EPADS application shall be considered sufficient for participation in the bidding process.

Since no updated notice regarding the revised addendum is currently available on the EPADS application, it is requested that the complete bidding procedure and updated schedule and all addendum may kindly be communicated.

Clarification No. 01 on Payment Terms – Design Payments and Retention Money Provisions

Dear Sir,

With reference to the bidding documents (RFP No.: BD/ICB-ALHPP-03) issued for the Attabad Hydropower Project, we would like to seek clarification and request reconsideration of certain payment provisions stipulated under Sub-Clause 14.4 (Schedule of Payments) of SECTION VIII PARTICULAR CONDITIONS (Part B - Special Provisions).

It has been noted that the bidding documents provide for a deduction of 2.5% from each payment under the payment schedule, to be released upon issuance of the Defects Notification Certificate (DNC). We further observe that this provision has also been applied to the design payment schedule.

In this regard, we respectfully submit that, as per established engineering practice and standard contract frameworks, design services are typically paid in full upon approval by the Engineer / Employer, as they are not subject to post-construction defects in the same manner as physical works. The withholding of a portion of design payments until the Defects Notification stage does not align with standard industry practices and may adversely impact the design development process.

Furthermore, the bidding documents also stipulate a 5% retention deduction from each payment. We would like to highlight that, under standard FIDIC conditions, retention money is primarily associated with construction (civil) works to ensure performance and remedy of defects during the Defects Notification Period.

Given that the present scope predominantly relates to Electro-Mechanical (E&M) works and design, the application of retention in the same manner as civil works requires clarification. Typically, for E&M works, performance securities, warranties, and defect liability obligations adequately cover the Employer’s risk without necessitating substantial retention deductions.

In view of the above, we kindly request the Employer to:

1. Clarify the applicability of the 2.5% deduction on design payments; and
2. Review and amend the retention provisions to align with standard Engineers practices, particularly considering the nature of E&M works and design services.

We shall appreciate your clarification on the above matters at the earliest, to enable us to proceed with a clear understanding of the commercial framework.

Request for One (01) Month Extension of Bid Submission Deadline — Package-III (E&M Works), ALHPP.

Respected Sir,

CDigital respectfully requests a one (01) month extension of the bid submission deadline currently notified on EPADS V2.0 for Package-III (Electro-Mechanical Works) of the Attabad Lake Hydropower Project (54 MW).

The principal ground for this request is the pending issuance of Addendum No. 01 to the RFP/EPC Bidding Document, which AHMC have confirmed will be uploaded on EPADS V2.0 “in due course”. The Addendum carries material changes to the Scope of Works and the technical specifications (ref. AHMC Replies to Items 01, 04, 05 and 06 of the Pre-Proposal Clarifications), and the priced proposal cannot be finalized until it is issued.

Additional time is also required after issuance of the Addendum to incorporate the revised scope into the bid and obtain updated quotations from OEMs. The requested extension is therefore driven by the Employer’s own pending Addendum and will allow all bidders an equal opportunity to submit fully responsive proposals on the post-Addendum scope.

It is accordingly requested that (a) the bid submission deadline be extended by one (01) month, (b) the bid validity and bid security validity be correspondingly adjusted, and (c) the revised deadline be notified on EPADS V2.0 in the usual manner.

Your kind and favourable consideration at the earliest will be highly appreciated.

1. With reference to the Bidding Document issued by WAPDA, we hereby express our sincere commitment to participate in the bidding process of Package-III (Electro-Mechanical Works) of 54 MW ATTABAD LAKE HYDROPOWER PROJECT and intends to submit a comprehensive and competitive proposal / bid. However, we wish to highlight that the prevailing security situation in the region has raised significant concerns among potential foreign EPC bidders, many of whom are now reluctant or unwilling to participate in infrastructure projects in Pakistan under current circumstances.
2. In this regard, we respectfully request a minimum Extension of 60 Days in the current Bid Submission Deadline, to allow adequate time for preparation of responsive bids and to encourage wider participation from both national and international firms.
3. We trust that the requested bid submission extension will contribute towards a more technically sound and inclusive procurement process, ultimately enhancing competition and ensuring the selection of the most qualified bidder for successful project delivery.
