REQUEST FOR DELETION OF "FOREIGN ENTITIES CERTIFICATE" CONDITION FROM BIDDING DOCUMENTS.

Dear Sir,

With reference to the above-mentioned tender, we would like to submit our request regarding the following contract packages:

1. Contract Package: PIDCL/SINDH/PSDP/04/01-02
2. Contract Package: PIDCL/SINDH/PSDP/04/10

1. Keeping in view the nature of the work, it is requested that Joint Venture (JV) participation may kindly be allowed for interested bidders in the above-mentioned contract packages. Allowing JV participation, in general, will enable technically and financially capable firms to combine their resources and expertise, resulting in a wider pool of competitive and qualified bidders.

1. The completion period of works as mentioned in the bid documents is 180 days, this time period is too short as both the works are situated within the city limits and in such areas the work pace always remain slow due to various bottlenecks, it is therefore requested that the time period may be extended from 180 days to 360 days in the best interest of the quality work execution.

1. Furthermore, if a Soil Investigation for the referenced sites has been conducted by the Department, the same be shared with all prospective bidders. Making this report available to everyone will ensure transparency, enable more accurate and realistic cost estimation, and further contribute to healthy competition.

1. It is further submitted that Contract Package: PIDCL/SINDH/PSDP/04/10 falls under Category "C3", and therefore it is requested that JV participation may also be allowed for this category as well, in line with the applicable PEC/PPRA rules for such contracts.

We request that this matter be considered at the earliest, in the interest of a fair and open bidding process for all participants.
