The brand should be changed to “Equivalent”, as the current specification appears to favor Gree only.
I am an eligible and registered supplier/contractor and intend to participate in the subject procurement. However, while attempting to submit my bid through the EPADS portal, the system is showing the message “Your Business is not eligible for this bid.”
I believe this may be due to a technical/system issue or incorrect mapping of the eligibility criteria with my business profile. I therefore request the Procuring Agency/Competent Authority to kindly review my eligibility and business profile and rectify the issue, if found technical or system-related.
I am willing to provide any required documents or clarification regarding my eligibility. Since the issue is preventing me from submitting my bid within the stipulated time, I respectfully request that the grievance may kindly be addressed on an urgent basis and necessary facilitation may be provided for participation in the procurement process.

Rule 20 provides for open competitive bidding as the principal procurement method, while Rule 32 prohibits discriminatory or unnecessarily difficult conditions that restrict fair competition. Restricting participation solely on the basis of geographical location excludes otherwise qualified firms based on their technical capability, experience, financial capacity and ability to perform the contract.
As PMDC is a federal organization and not an Islamabad-territory-only entity, restricting eligible bidders to Islamabad-based firms substantially limits competition and may adversely affect transparency, competitive pricing and value for public money. We therefore request PMDC to:
1. Withdraw the Islamabad-only eligibility condition and allow participation of all other qualified firms throughout Pakistan
2. If the restriction is considered essential, provide the specific legal provision, procurement justification and competent authority approval supporting it
3. Issue an appropriate corrigendum through EPADS/PPRA and, if required, extend the bid submission deadline
4. Ensure equal opportunity and fair competition among all eligible bidders

There are no standard bidding documents file available to see, is it the system issue or what?
It is mentioned in the documents that Gree AC are required.
Mentioning the brand instead of general specs are direct factors for limiting the competition and favoring the specific brand

With reference to the tender documents on e-PADS 2.0, we respectfully submit the following observations to ensure fair competition and broader participation:
Brand-Specific Requirement: The current specification explicitly names "Gree" without allowing technically equivalent or superior alternatives. To align with open procurement principles, we request adding the provision "or equivalent" for products meeting required performance parameters.
Broader Market Participation: Reputable HVAC manufacturers offer products with equal or better energy efficiency, seasonal performance, and reliability. Allowing compliant alternatives gives the procuring agency better competitive pricing and broader choice.
Technical Specifications: If Gree is required due to existing infrastructure, compatibility, or standardization, please share the exact model, series, and minimum technical parameters so all bidders can accurately assess requirements and prepare proposals.
We request a revision in the tender specifications to allow equivalent brands, ensuring a transparent, fair, and competitive process.
