INVITATION TO e-BIDS THROUGHT EPADS v2.0 FOR DISPOSAL OF PUBLIC ASSESTS
Material Management Directorate/Department (Sukkur Power Electric Company (SEPCO)), invites electronic bids of Single Stage One Envelope from interested firms / companies (Any) for disposal of DISPOSAL OF All Types of Meter Scrap Off Size (Crushed) on as is where is basis. The bidders must be registered with Federal Board of Revenue (FBR) for Income Tax and Sales Tax, and must be on Active Taxpayer List. (Requirement of PEC registration may be added in case of disposal of civil, electrical, or mechanical works).
2. e-bidding documents as per Disposal of Public Assets Regulations-2024, containing detailed terms and conditions, specifications and requirements etc. are available for the registered bidders on EPADS v2.0 at https://www.epads.gov.pk/, and may be searched by using Disposal Activity ID No. D9932.
3. Manual bids shall not be accepted. Electronic bids must be submitted through EPADS v2.0 on or before Monday, June 29, 2026 10:30 AM, and will be opened on-line on the same day at Monday, June 29, 2026 11:30 AM. The participated bidders shall be automatically notified by EPADS v2.0 regarding the preliminary results of e-Disposal proceeding, after which final results will be notified in due course as per bidding documents.

| Sukkur Electric Power Company (SEPCO) invites to receive E-Bids as per Disposal Notice and Bidding documents through E-PADS (version 2.0). Bidders may submit bids for one item All Type of Meter Scrap (Crush) (Off Size). Successful bidder will be declared for each item separately as per his qualification and experience which will be determined on the basis of technical and financial evaluation. | |
| The E-Bid submitted by the Bidder through E-PADS (version 2.0), as well as all correspondence and documents relating to the bid exchanged by the Bidder and the SEPCO, shall be in English (as the case may be). | |
| At any time before the deadline for submission of E-Bid, SEPCO, for any reason, either at its initiative or in response to a clarification requested by a prospective bidder, amend the Bidding Documents. Such amendments shall take precedence over the existing document. The addendum will be binding on Bidders. It will be assumed that the amendments contained in such Addendum will have been taken into account by the Bidder in its bid. | |
| The interested bidders are strongly encouraged to visit the stores during office timings to get first-hand information regarding the condition, make etc. of the items and their quantum before submitting the bid. | Qualification of the Bidder: To qualify for the award of the Work Order, bidders must meet the mandatory evaluation criteria, as specified in the Bidding Document. | Each Bidder shall submit only one Bid individually for one lot. The Bidder shall bear all costs associated with the preparation and submission of its bid, and the SEPCO in no case be held responsible or liable for those costs. | |

The Bid Security shall be issued in favor of the Chief Executive Officer (CEO), SEPCO and shall remain valid for a period of thirty (30) days beyond the expiry of the Bid Validity period. | |
| In case the Bid Security is submitted in the form of a Bank Guarantee, the same shall be executed on non-judicial stamp paper of value equivalent to Rs. 500/-. Any amendment, extension, or modification in the Bid Security shall also be executed on non-judicial stamp paper of the same value. | |

| For this Work Order, “Force Majeure” means an unforeseeable event that is beyond the reasonable control of a Party, and which makes a Party’s performance of its obligations under the Work Order impossible as to be considered impossible under the circumstances. The Party affected by Force Majeure shall on the occurrence of such event leading to Force Majeure, immediately notify the other Party in writing and take all reasonable steps to overcome the Force Majeure. | |
| No Breach of Work Order: Failure of a Party to fulfill any of its obligations under Work Order shall not be considered to be a breach of or default under this Work Order, insofar as such inability arises from an event of Force Majeure, provided that the party affected by such an event; a) has taken all reasonable precautions, due care & reasonable alternative measures to carry out terms & conditions of Work Order & (b) has informed other Party as soon as possible about occurrence of such event | |
| Information relating to evaluation of bids and recommendations concerning to award of the Work Order shall not be disclosed by SEPCO to the bidders or to any other person who is not officially concerned with the process, until the announcement of the result of evaluation. The Bidder shall not disclose or attempt to make public any information relating to the bidding documents, bidding process and award of the Work Order to any person or entity without the SEPCO’s prior written consent. | |
| In case of any disclosure related to the bidding process and Work Order obligations at any stage by any bidder, SEPCO may reject its bid / or terminate the Work Order. | |
| If any dispute arises between the parties (SEPCO and the Successful Bidder), regarding the performance of the Work Order or anything contained in the Work Order, the matter shall be referred to the GRC Committee who will examine the matter in detail and give a decision. | |
| Under clause-11 of the Disposal of Public Assets Regulations-2024, SEPCO can inter alia blacklist and debar bidders. | |

| The contractor shall lift the allotted scarp material as per Work Order / Release Order within 21 working days from the date of issuance of Work Order / Release Order (duly confirmed) unless & otherwise extended by SEPCO, under supervision of SEPCO nominated committee. | |
| In special cases, the 21 working days lifting period may be extended under WAPDA Disposal Procedure 2006 Clause 11.4(d): (a) up to 15 days by Director (Disposal)/Manager (MM) without charges; (b) further extension by Chief Engineer or equivalent, also without charges; (c) failure to lift within the approved time will result in 1% of the bid amount per day as penalty/storage charges until full removal of scrap. | |
| Sub-contracting is NOT allowed under any circumstances. The successful bidder while rendering the required services shall not release any information acquired from SEPCO that is sensitive and should be kept strictly confidential irrespective of the fact it is specified or otherwise. | |
| It would be binding for the contractor to lift the allotted quantity of scrap material within the specified time. Failure to do so shall result in a penalty of amount equal to 1% of the bid amount per day till such time the entire quantity is lifted, if the lifting is delayed. | |
| The Contractor shall submit 100% payment (incl. all taxes) within 21 working days of LOA. After realization in SEPCO’s account, a Work Order will be issued as per allotted quantities/weights. Weighment/counting will be done at site in the presence of SEPCO’s Release Committee before lifting. The Contractor is responsible for all taxes/levies, adjusted from his rate, with no cost to SEPCO. Any post-bid tax changes by GOP shall be borne by the Contractor. | |
| Under special circumstances and on written request, extension in payment period may be granted under WAPDA Disposal Procedure 2006 Clause 11.3(g): (a) up to 15 days by Chief Engineer or equivalent beyond LOA due date; (b) further extension in exceptional cases by Manager (MM) on terms deemed appropriate; (c) no extension shall be valid unless communicated in writing by the competent authority. | |
| No Price Adjustment shall be made for any variation in the market prices, taxes / duties, transportation or change in wages or the Law. | |
| The scrap material is to be lifted by the bidder at his own cost, transportation and labor, failing which a penalty of amount equal to 1% of the bid amount per day till such time the entire quantity is lifted, if the lifting is delayed, will be imposed. While Lifting of Material the Contractor shall comply with the Safety SOPs and provide necessary PPE to the labor involved in lifting the scrap material. Any mishap occurred to the personal shall be responsibility of the contractor. | |
| The Contractor shall arrange vehicles and required workers for scrap lifting at his own cost. He shall provide in advance details of vehicles entering SEPCO Stores, including drivers and labor involved. The Contractor is responsible for engaging sufficient manpower to ensure quality services and maintain proper hygienic conditions and conduct. | |
| The Contractor shall lift the scrap material during working hours on working days or on any other day and timing including gazetted holidays (if required by the SEPCO) Scrap will be taken out from the SEPCO’s premises upon issuance of “Store Requisition and Gate Pass” by the SEPCO authorities. | |
| The Contractor shall not make any kind of excavation or construction including alteration or modification in the premises, including electrical appliances, sanitary fittings and other fitting / equipment, without the permission of SEPCO in writing and further he shall have no right to use SEPCO’s property for his employee's personal purpose and residence. | |
| The Letter of Acceptance (LOA) will be issued to bidder complied with evaluation criteria and quoted highest rates. The successful bidder is obliged to accept “letter of acceptance” (LOA) and deposit remaining amount within 21 Working Days of issuance of LOA, failing which, their bid security may be forfeited and SEPCO reserve right to award the work to the 2nd Highest Responsive Bidder with approval of competent authority, subject to quoted rate of the bidder is more than reserved price | |
| The resource person will not be allowed to engage in any other business activity related to the SEPCO. A strict punitive action will be taken against him if he ever found indulged in such acts and the decision of Manager (MM) SEPCO, Sukkur will be final on this matter. | |
| In case the successful bidder refuses to take up the work or fails to perform his obligations within stipulated time of the Work Order, the bid Security / amount deposited to SEPCO shall be forfeited and the Contractor shall be blacklisted / debarred for participation in future tenders of the SEPCO as per PPRA Disposal of Public Assets Regulations, 2024 Blacklisting / Debarment Policy. | |
| The SEPCO reserves the right to recover any amount from the Contractor against any losses or damages incurred to the property, data, or employees of SEPCO due to the negligence of Contractor or his workers. | |
| SEPCO will reject a proposal for award if the bidder recommended has engaged in corrupt or fraudulent practices, including pooling, bribery, gifts, or any payment to persons involved in the disposal process or other bidders. SEPCO may also declare a firm ineligible, permanently or for a specified period, for award of any Work Order within its jurisdiction if found involved in such practices during bidding or contract execution. | |
| SEPCO requires compliance with its policy regarding corrupt and fraudulent practices. In pursuit of this policy, the SEPCO follows, inter alia, the instructions contained in Rule 2(f) of PPRA-2004. | |
| SEPCO may terminate the Work Order by written notice in case of fundamental breach, including: (a) failure to perform obligations; (b) failure to deposit bid amount within stipulated time after LOA; (c) abandonment or repudiation of Work Order; (d) bankruptcy or liquidation; (e) proven corrupt, coercive, collusive, obstructive or fraudulent practices. SEPCO may also terminate the Work Order, wholly or partly, at any time for its convenience by written notice. | |
| Bidding shall be conducted using National Competitive bidding Procedure through ePad V2.0 as per clause 19 (b) of the Disposal of Public Assets Regulations, 2024 and PPRA Rules-2024, Single Stage-Single Envelope procedure. | |
| Prospective bidders are strongly encouraged to physically inspect the material / items / Lots (whichever applicable) at Regional Store Rohri or Larkana before submission of E-Bids to satisfy themselves regarding the condition, quality and quantity of the material. SEPCO will not be responsible for any claim regarding the condition or quantity after award. | The evaluation of bids for disposal / sale of material shall be carried out on item/lot-wise basis, whichever applicable. The bidder quoting the highest responsive rate above the reserve price for each item / Lot, whichever applicable, shall be considered as the highest responsive bidder, subject to fulfillment of all terms and conditions of the tender, verification of required documents, and approval of the competent authority. | |
