INVITATION TO e-BIDS THROUGHT EPADS v2.0 FOR DISPOSAL OF PUBLIC ASSESTS

Material Management Directorate/Department (Sukkur Power Electric Company (SEPCO)), invites electronic bids of Single Stage One Envelope from interested firms / companies Individual / Individual Consultant, Sole Proprietorship, Partnership Firm, Company (Private Limited), Company (Public Limited), Company (Holding Company), Company (Limited by Guarantee), State Owned Enterprise (Private Limited), State Owned Enterprise (Public Limited), for disposal of DISPOSAL OF UNSERVICEABLE / SCRAP MATERIAL ACSR CONDUCTOR SCRAP (OFF SIZE) on as is where is basis. The bidders must be registered with Federal Board of Revenue (FBR) for Income Tax and Sales Tax, and must be on Active Taxpayer List. (Requirement of PEC registration may be added in case of disposal of civil, electrical, or mechanical works).

2. e-bidding documents as per Disposal of Public Assets Regulations-2024, containing detailed terms and conditions, specifications and requirements etc. are available for the registered bidders on EPADS v2.0 at https://www.epads.gov.pk/, and may be searched by using Disposal Activity ID No. D9896.

3. Manual bids shall not be accepted. Electronic bids must be submitted through EPADS v2.0 on or before Monday, June 29, 2026 10:30 AM, and will be opened on-line on the same day at Monday, June 29, 2026 11:00 AM. The participated bidders shall be automatically notified by EPADS v2.0 regarding the preliminary results of e-Disposal proceeding, after which final results will be notified in due course as per bidding documents.

Eligibility Criteria Document
The bidder / firm must be registered with FBR and enlisted on Active Taxpayer List (ATL). Attested copies of NTN Certificate, STRN Certificate (where applicable), CNIC of Owner and proof of ATL status shall be submitted with the bid as mandatory documentary evidence. Failure to provide the required documents shall render the bid non-responsive and liable to rejection.
To ascertain the financial stability of the bidder / firm, the bidder shall submit a copy of the Bank Statement for the last financial year duly issued/stamped by the concerned bank along with the bid. Failure to provide the same may render the bid non-responsive.
Eligibility Requirement – Affidavit / Undertaking The interested bidder / firm shall submit an Affidavit / Undertaking on non-judicial stamp paper worth Rs.100/- or above, duly signed and notarized, as per prescribed format attached with the bidding documents. The affidavit / undertaking shall be submitted along with the bid as mandatory requirement, failing which the bid shall be treated as non-responsive and liable to rejection.
The bidder shall furnish Fixed Bid Security as through E-Payment Or in the shape of Pay Order / Bank Guarantee/ issued by a scheduled bank, in the amount specified in BOQ/Price Schedule in the Tender Notice / Bidding Documents. The original Bid Security must be submitted at the time of bid opening, failing which the bid shall be treated as non-responsive and liable to rejection.

Scope of Bid: Sukkur Electric Power Company (SEPCO) invites to receive E-Bids as per Disposal Notice and Bidding documents through E-PADS (version 2.0). Bidders may submit bids for one item/lot, whichever applicable, for ACSR Conductor Scrap (Off Size). Successful bidder will be declared for the item/lot, whichever applicable, as per his qualification and experience which will be determined on the basis of technical and financial evaluation.
Language of Bid: The E-Bid submitted by the Bidder through E-PADS (version 2.0), as well as all correspondence and documents relating to the bid exchanged by the Bidder and the SEPCO, shall be in English (as the case may be).
Amendment of Bidding Documents: At any time before the deadline for submission of E-Bid, SEPCO, for any reason, either at its initiative or in response to a clarification requested by a prospective bidder, amend the Bidding Documents. Such amendments shall take precedence over the existing document. The addendum will be binding on Bidders. It will be assumed that the amendments contained in such Addendum will have been taken into account by the Bidder in its bid.
Access to Disposal : Scrap The interested bidders are strongly encouraged to visit the stores during office timings to get first-hand information regarding the condition, make etc. of the items and their quantum before submitting the bid. Interested Bidders Shall follow the SEPCO’s security protocols for visiting the stores.
Condition and Specification: All scrap material will be sold on “As is where is basis”.

Qualification of the Bidder: To qualify for the award of the Work Order, bidders must meet the mandatory evaluation criteria, as specified in the Bidding Document.
Deadline for Submission of Bid : As mentioned in Tender Advertisement.
Late Bid: Any Bid / Bid Security received after the prescribed deadline will not be considered.
One Bid per Bidder: Each Bidder shall submit only one Bid individually for one item/lot, whichever applicable.
Cost of Bidding: The Bidder shall bear all costs associated with the preparation and submission of its bid, and the SEPCO in no case be held responsible or liable for those costs.
Method of Bidding : Single stage One Envelope Bidding procedure as per PPRA Rules.
Bid Validity: Validity of bid from the opening date shall be 120-Days.
Bid Security : shall be in PKR as specified for each LOT/Item. Insurance company guarantees are not acceptable. Bid Security may be submitted as CDR, Pay Order, Banker’s Cheque, or Bank Guarantee issued by a Scheduled Bank in Pakistan or a foreign bank registered with SBP. It shall be in favor of CEO, SEPCO, valid for 30 days beyond bid validity. Bank Guarantees and related amendments/extensions must be executed on Rs.500 stamp paper.
Applicable Law: The Work Order shall be governed by the laws of the Islamic Republic of Pakistan.
Taxes, Duties and other applicable laws: The Work Order shall ensure compliance with local laws and applicable regulations. Any additional tax, levies, duties or modification in the existing rates of tax and other applicable laws imposed during the pendency of this Work Order shall be paid by bidder.
Currency of Bid: The Unit rate and the prices shall be quoted by Bidder entirely in Pak Rupees.
Effectiveness of Work Order :This Work Order shall come into effect on the date of issuance of the Work Order.
Force Majeure: means any unforeseeable event beyond a Party’s reasonable control that makes performance under this Work Order impossible. The affected Party must promptly notify the other Party in writing and take all reasonable steps to mitigate the event. Failure to perform due to Force Majeure shall not constitute breach or default, provided the affected Party has taken reasonable precautions, alternative measures, and informed the other Party promptly.
Confidentiality: Information relating to bid evaluation and award recommendations shall remain confidential until official announcement by SEPCO. Bidders shall not disclose any information regarding the bidding process, documents, or Work Order without SEPCO’s prior written consent. Any unauthorized disclosure by a bidder at any stage may result in rejection of the bid or termination of the Work Order.
Disputes Resolution Procedure: If any dispute arises between the parties (SEPCO and the Successful Bidder), regarding the performance of the Work Order or anything contained in the Work Order, the matter shall be referred to the GRC Committee who will examine the matter in detail and give a decision.
Blacklisting: Under clause-11 of the Disposal of Public Assets Regulations-2024, SEPCO can inter alia blacklist and debar bidders.
Cancellation of bid : SEPCO reserves all rights regarding rejection of Tender as defined in clause-33 (1) of PPRA rules 2004
Lifting Period of Scrap Material: The contractor shall lift the allotted scarp material as per Work Order / Release Order within 21 working days from the date of issuance of Work Order / Release Order (duly confirmed) unless & otherwise extended by SEPCO, under supervision of SEPCO nominated committee.
Sub-Contracting: Sub-contracting is NOT allowed under any circumstances.
Penalty: It would be binding for the contractor to lift the allotted quantity of scrap material within the specified time. Failure to do so shall result in a penalty of amount equal to 1% of the bid amount per day till such time the entire quantity is lifted, if the lifting is delayed.
Payment: Contractor shall pay 100% amount (inclusive of all applicable taxes) within 21 working days of LOA issuance, subject to realization in SEPCO account. Work Order will be issued as per allotted quantities/weights, verified by SEPCO’s Release Committee before lifting. Contractor is responsible for all taxes/levies, adjustable from offered rates. Any post-bid tax rate change by Government of Pakistan shall be borne by the successful bidder.
Price Adjustment: No Price Adjustment shall be made for any variation in the market prices, taxes / duties, transportation or change in wages or the Law.
Lifting Cost and Cost of Transportation: The bidder shall lift scrap material at own cost, including transportation and labor. Delay in lifting will attract a penalty of 1% of the bid amount per day until complete lifting. During lifting, the Contractor must comply with Safety SOPs and provide necessary PPE to labor. Any accident, injury, or mishap involving personnel shall be the sole responsibility of the Contractor.
Lifting of Scrap: The Contractor shall arrange vehicles and sufficient labor for lifting scrap at own cost. Details of vehicles, drivers, and labor entering SEPCO Stores must be provided in advance. The Contractor shall ensure adequate manpower for efficient services and maintain proper hygienic conditions and professional conduct of all personnel involved in lifting activities.
Time Schedule for Lifting: The Contractor shall lift the scrap material during working hours on working days or on any other day and timing including gazetted holidays (if required by the SEPCO)
Requirement of SR and Gate Pass: Scrap will be taken out from the SEPCO’s premises upon issuance of “Store Requisition and Gate Pass” by the SEPCO authorities.
Use of SEPCO’s Property: The Contractor shall not make any kind of excavation or construction including alteration or modification in the premises, including electrical appliances, sanitary fittings and other fitting / equipment, without the permission of SEPCO in writing and further he shall have no right to use SEPCO’s property for his employee's personal purpose and residence.
Letter of Acceptance (LOA): LOA shall be issued to the bidder meeting evaluation criteria and quoting the highest responsive rate. The successful bidder must accept the LOA and deposit the remaining amount within 21 working days, failing which bid security may be forfeited. SEPCO may award the work to the 2nd highest responsive bidder, subject to competent authority approval and provided the quoted rate is above the reserve price.
Engagement in Other Business Activities: The resource person will not be allowed to engage in any other business activity related to the SEPCO. A strict punitive action will be taken against him if he ever found indulged in such acts and the decision of Manager (MM) SEPCO, Sukkur will be final on this matter.
Failure to perform Work: In case the successful bidder refuses to take up the work or fails to perform his obligations withing stipulated time of the Work Order, the bid Security / amount deposited to SEPCO shall be forfeited and the Contractor shall be blacklisted / debarred for participation in future tenders of the SEPCO as per PPRA Disposal of Public Assets Regulations, 2024 “Blacklisting / Debarment Policy”.
Damage to SEPCO’s Property: The SEPCO reserves the right to recover any amount from the Contractor against any losses or damages incurred to the property, data, or employees of SEPCO due to the negligence of Contractor or his workers.
Rejection of Proposal :SEPCO will reject any proposal if the bidder recommended for award is found involved in corrupt or fraudulent practices, including bribery, gifts, pooling, or any inducement to officials or other bidders during the disposal process. SEPCO may also declare a firm ineligible, for a specified period or indefinitely, for award of any Work Order within its jurisdiction if such practices are proven during bidding or execution.
Corrupt & Fraudulent Practices: SEPCO requires compliance with its policy regarding corrupt and fraudulent practices. In pursuit of this policy, the SEPCO follows, inter alia, the instructions contained in Rule 2(f) of PPRA-2004.
Termination of Work Order: SEPCO may terminate the Work Order by written notice in case of fundamental breach, including: (a) failure to perform obligations; (b) non-deposit of bid amount within stipulated time after LOA; (c) abandonment or repudiation of Work Order; (d) bankruptcy or liquidation (except reconstruction/amalgamation); (e) involvement in corrupt, coercive, collusive, obstructive or fraudulent practices; or (f) termination for convenience in whole or part.
Method of Disposal: Bidding shall be conducted using National Competitive bidding Procedure through ePad V2.0 as per clause 19 (b) of the Disposal of Public Assets Regulations, 2024 and PPRA Rules-2024, Single Stage-Single Envelope procedure.
Physical inspection of the material: Prospective bidders are strongly advised to physically inspect the material/items/lots at SEPCO Regional Stores Rohri or Larkana before submitting E-Bids to satisfy themselves regarding condition, quality, and quantity. SEPCO shall not be responsible for any claims after award regarding material condition or quantity. Complete addresses of SEPCO Regional Stores Rohri and Larkana are provided in the Tender Notice.
Evaluation Criteria: The evaluation of bids for disposal / sale of material shall be carried out on item/lot wise basis, whichever applicable. The bidder quoting the highest responsive rate above the reserve price for each item / Lot whichever applicable shall be considered as the Highest Responsive bidder, subject to fulfillment of all terms and conditions of the tender, verification of required documents, and approval of the competent authority.
