Subject: Disposal of Misc Wasted/Scraped Items
INVITATION TO e-BIDS THROUGHT EPADS v2.0 FOR DISPOSAL OF PUBLIC ASSESTS
Family Protection and Rehabilitation Center for Women (Family Protection and Rehabilitation Center for Women), invites electronic bids of Single Stage One Envelope from interested firms / companies (Any) for disposal of Disposal of Misc Wasted/Scraped Items on as is where is basis. The bidders must be registered with Federal Board of Revenue (FBR) for Income Tax and Sales Tax, and must be on Active Taxpayer List. (Requirement of PEC registration may be added in case of disposal of civil, electrical, or mechanical works).
2. e-bidding documents as per Disposal of Public Assets Regulations-2024, containing detailed terms and conditions, specifications and requirements etc. are available for the registered bidders on EPADS v2.0 at https://www.epads.gov.pk/, and may be searched by using Disposal Activity ID No. D11223.
3. Manual bids shall not be accepted. Electronic bids must be submitted through EPADS v2.0 on or before Monday, October 26, 2026 11:00 AM, and will be opened on-line on the same day at Monday, October 26, 2026 11:30 AM. The participated bidders shall be automatically notified by EPADS v2.0 regarding the preliminary results of e-Disposal proceeding, after which final results will be notified in due course as per bidding documents.
Note: Notification of the Grievance Redressal Committee (GRC) constituted in terms of Regulation No. 26 is provided on EPADS v2.0 at https://www.epads.gov.pk/ and on Procuring Agency’s website (if available).

| The auction shall comprise various unserviceable, obsolete, condemned and scrap items, including but not limited to: • Wooden furniture, including chairs, tables, almirahs, racks and other furniture items. • Revolving chairs and other office furniture. • Geysers, ceiling fans, air conditioners and other electrical appliances. • Iron items, , including iron cupboards, iron almirahs and miscellaneous iron scrap. • Spare parts of Suzuki Bolan vehicles. | |

The quantities and descriptions of the items shall be as specified in the inventory uploaded on EPADS 2.0 version. II. The disposal shall be conducted through E-Bidding auction on EPADS v2.0 in accordance with the applicable Public Procurement Rules, Disposal of Public Assets Regulations. | |
| III. Interested individuals, firms, companies or other eligible entities shall be permitted to participate, subject to the eligibility criteria specified in the bidding documents and EPADS 2.0 version. IV. All interested bidders shall be registered on EPADS 2.0 and shall submit their bids electronically through the system. | |
| V. Interested bidders may inspect the auction items at the designated departmental premises i.e. Family Protection & Rehabilitation Centre for Women, Sector H-8/1, St # 04, Pitrass Bukhari Road, Near City School, Islamabad during working hours from 8:00 A.M to 4:00 P.M, with prior permission from the authorized departmental representative. VI. All items shall be disposed of on an “AS IS WHERE IS” basis. The department makes no representation or guarantee regarding the working condition. | |
| VII. Bid security amounting to 5% of departmental estimate, shall be deposited in the in form of Payorder and manner specified in the approved bidding documents and EPADS 2.0 version. VIII. The bids shall be evaluated in accordance with the approved evaluation criteria. Subject to eligibility, responsiveness and fulfilment of the prescribed conditions, the highest valid offer meeting the approved reserve price shall be considered for acceptance. | |
| IX. The competent authority reserves the right to accept or reject bids, cancel the auction or initiate re-auction in accordance with the applicable rules and regulations. X. The successful bidder shall deposit the accepted bid amount, together with all applicable government taxes, duties, levies and other charges, within the period prescribed in the letter of acceptance or award. | |
| XI. If the successful bidder fails to deposit the full amount within the stipulated period, the department may take action in accordance with the bidding documents and applicable regulations. XII. After confirmation of full payment and issuance of written permission for removal, the successful bidder shall remove the purchased items within the period specified by the department. | |
| XIII. Upon release of the items to the successful bidder, the bidder shall be responsible for their safe handling, loading, transportation and subsequent disposal or use, subject to applicable laws and the terms of the auction. XIV. Any complaint or grievance relating to the auction shall be submitted and processed through the grievance redressal mechanism prescribed under the applicable regulations and notified in the bidding documents or EPADS 2.0. version. | |
