INVITATION TO e-BIDS THROUGHT EPADS v2.0 FOR DISPOSAL OF PUBLIC ASSESTS
Trading Corporationof Pakistan TCP (Trading Corporation of Pakistan (TCP)), invites electronic bids of Single Stage One Envelope from interested firms / companies Individual / Individual Consultant, Sole Proprietorship, Partnership Firm, Company (Private Limited), Company (Public Limited), Company (Holding Company), Company (Limited by Guarantee), State Owned Enterprise (Private Limited), State Owned Enterprise (Public Limited), IGO, for disposal of EXPORT OF 107,739 MT OF IMPORTED WHITE REFINED SUGAR ON EX-WORKS TCP PIPRI GODOWN KARACHI BASIS on as is where is basis. The bidders must be registered with Federal Board of Revenue (FBR) for Income Tax and Sales Tax, and must be on Active Taxpayer List. (Requirement of PEC registration may be added in case of disposal of civil, electrical, or mechanical works).
2. e-bidding documents as per Disposal of Public Assets Regulations-2024, containing detailed terms and conditions, specifications and requirements etc. are available for the registered bidders on EPADS v2.0 at https://www.epads.gov.pk/, and may be searched by using Disposal Activity ID No. D10792.
3. Manual bids shall not be accepted. Electronic bids must be submitted through EPADS v2.0 on or before Monday, September 28, 2026 11:00 AM, and will be opened on-line on the same day at Monday, September 28, 2026 11:30 AM. The participated bidders shall be automatically notified by EPADS v2.0 regarding the preliminary results of e-Disposal proceeding, after which final results will be notified in due course as per bidding documents.

| The bidders shall submit their bids in US$ / Metric Ton. However, only for the purpose of bidding through EPADS, the bidders shall submit bid in PKR / MT on EPADS after conversion of US$/MT price @ 1US$=PKR 280. The transaction under the Tender shall be done in Foreign Exchange (in equivalent US$) through banking channels only. | |
| An interested bidder can submit bid for one or more or all lots. The disposal shall proceed asset-wise from No. Sug-001 to Sug-011. The highest bidder in this sequence will have the first option to buy more lots, if any available, at their respective bid price and so on, subject to condition that the bid price is equal to or above the reserve price. | |
| The bid should be valid for Ten (10) working days from the date of opening of the bids. The bid shall be on Ex-Works Basis (TCP Pipri Godown, Karachi) and Inclusive of all Taxes. | |

| The Earnest Money (Security) of the Unsuccessful Bidders shall be returned after award of contract; whereas in case of successful bidder(s) the security shall be retained as performance guarantee, as per applicable PPRA Rules for Disposal of Public Assets. | |
| The bidder shall pay in Full (Either through advance payment or L/C at sight in Foreign Exchange through regular banking channels). In case of advance payment, payment shall be due at the time of issuance of delivery order and in case of L/C upon presentation of the following documents: I) Delivery Order. II) B/L in case of vessel and Builty (bilti) for 1st loaded truck in case of land export meaning thereby that the entire L/C payment will be due on the 1st truck. | |
| The successful bidder(s) shall lift the entire awarded / contracted quantity within Forty Five (45) days of the award of contract. Failing which TCP will charge carrying cost of PKR 2/KG per month on any unlifted and unpaid quantities and may cancel the contract and forfeit the performance guarantee. | |
| Clearance charges of banking instrument(s) from Outstations, if any, shall be payable by the bidder(s) before issuance of the Delivery Order. Further, the inward and outward remittance charges, if any charged by the banks shall be on the respective bidder. | |
| The pre-bid meeting shall be held at 11:00 AM on Monday the 14th September, 2026 at TCP’s Principal Office, 4th Floor, Block-B, Finance & Trade Center (FTC), Shahrah-e-Faisal, Karachi. | The weighment of the goods delivered in 50 KG PP bags shall be final and binding as determined on the calibrated weighment scale installed at TCP’s Pipri Godown, Karachi, at the time of delivery, prior to release of each consignment / lot from the godowns. | |
| No subsequent claim regarding shortage, excess or discrepancy in weight – whether raised at any port, dry port, land border terminal or destination – shall be entertained by TCP once the goods have left the Pipri Godown weighbridge with a weighment slip / gate pass duly issued and acknowledged. Bidder / buyers are advised to depute their own representative(s) to witness weighment, if they so wish, at their own cost. | |
| Export of Goods purchased under this auction notice may be effected at the buyer’s option and cost, through any of the Pakistan Sea Ports and Functional Land Borders of Pakistan, subject to buyer’s own compliance with all applicable Customs, export control and border-management requirements. However, TCP shall be responsible for providing permission of Government of Pakistan for export of sugar. | |
| TCP does not guarantee or warrant the operational status of any particular sea port or land port at the time of lifting / export; it is buyer’s sole responsibility to ascertain, prior to bidding, the availability and functionality of the export route(s) it intends to use and other document required by the destination country and by Pakistani Law. | |
| TCP shall on request and at no additional obligation on its part, issue such standard sale export supporting documents (e.g.) Sale Invoice, Delivery Order, Certificate of Origin – supporting documents to the extent within TCP’s control) as are reasonably required by the buyer to process the export, subject to prior confirmation of payment. | |
