Office of Director Procurement Distribution, MEPCO HQs (Multan Electric Power Company (MEPCO)), invites electronic bids of Single Stage One Envelope from interested firms / companies (Any) for disposal of Tender No.119/2026-27 For Disposal Of Off Road Vehicles on as is where is basis. The bidders must be registered with Federal Board of Revenue (FBR) for Income Tax and Sales Tax, and must be on Active Taxpayer List. (Requirement of PEC registration may be added in case of disposal of civil, electrical, or mechanical works).
2. e-bidding documents as per Disposal of Public Assets Regulations-2024, containing detailed terms and conditions, specifications and requirements etc. are available for the registered bidders on EPADS v2.0 at https://www.epads.gov.pk/, and may be searched by using Disposal Activity ID No. D10762.
3. Manual bids shall not be accepted. Electronic bids must be submitted through EPADS v2.0 on or before Thursday, September 17, 2026 11:15 AM, and will be opened on-line on the same day at Thursday, September 17, 2026 11:45 AM. The participated bidders shall be automatically notified by EPADS v2.0 regarding the preliminary results of e-Disposal proceeding, after which final results will be notified in due course as per bidding documents.

| Bid security as per Tender Advertisement CDR/Pay Order from any scheduled bank of Pakistan in original must reach the office of Director Procurement Distribution MEPCO H/Q Multan before half an hour of the deadline of tender opening time. | |
| Evaluation Criteria: The contract shall be awarded to the bidder fulfilling the mandatory eligibility criteria and quoting highest per unit rate (without taxes), MEPCO reserves the rights to reject any proposal under PPRA Rule-33. | |
| Special Conditions Of Contract: 1. Title. The title and reference of the disposal is; Disposal of scrap on As Is where Is Basis 2. Lifting Period Of Scrap Material. The Contractor Shall Lift The Allotted Scarp Material As Per Contract Within 21 Days From The Date Of Issuance Of Release Order unless and otherwise this period extended By MEPCO on your request under supervision of MEPCO nominated committee. | |
| 3. Sub-Contracting: Sub-contracting is not allowed under any circumstances. 4. Penalty: It would be binding for the contractor to lift the allotted quantity of scrap material within the specified time period, failure to do se shall result in a penalty in shape of rental charges @ 0.1% per day up to maximum 10% of the total value of the stores will be charged until such time all stores be removed from the site. | |
| 5.Payment Contractor shall have to deposit 100% payment (inclusive of all applicable taxes) (after adjustment of bid security) within 15 days from issuance of Notification of Award/LOA, upon the realization of payment in MEPCO account, Release Order shall be issued as per the quantities/weights allotted in the Release Order. The weights/counting shall be carried out in the presence of MEPCO's representative(s) at spot before lifting the items. | |
| A. Contractor will not be allowed to lift any extra quantity beyond his Release Order. B. If actual quantities (weight/number) are found less at site with respect to defined as per release order the balance payment will be returned to the contractor after successful completion of his work. | |
| C. Further, the contractor is solely responsible for payment of all applicable taxes/levies etc. (if any) which will be adjusted from his offered rate, to respective authorities without any cost and consequences to be charged to the MEPCO. In case of any change in rate of any tax by Government of Pakistan (GoP) after opening of tender/bid. Successful bidder shall pay the revised rate notified by the Government Of Pakistan. | |
| 6.Price Adjustment: No price adjustment shall be made for any variation in the market prices, taxes/duties or change in wages or the law. | |
| 7.Lifting cost and cost of transporting the scrap material is to de lifted by the bidder at his own cost, transportation and labour, failing which a penalty of 1% of the bid amount per day till such time the entire quantity is removed from the site will be imposed. While lifting of material, the contractor shall comply with the safety SOPs and provide necessary PPEs to the labour, involved in lifting the scrap material. | |
| Any mishap occurred to the personnel shall be the responsibility of the contractor. 8. Lifting of Scrap The contractor would be responsible to arrange vehicles and suitable number of workers for lifting of scrap at his own cost. The contractor will provide in advance the details of any vehicle that is required to enter the premises of the MEPCO stores for lifting of scrap material along with the details of the driver(s) of the vehicle and labours to involved in lifting the material. | |
| The contractor thall be responsible for engaging adequate number of manpower for providing quality services in including their hygiene conditions / manners. | |
| 9.Time Schedule for lifting. The contractor shall provide services during working hours on working days or on any other day and timing including gazetted holidays if required by the MEPCP. 10.Requiremont of Gate Pass. Scrap will be taken out from the MEPCO's premises upon issuance of gate pass by the MEPCO representative. | |
| 11. Use of MEPCO's Property. The contractor shall not make any kind of excavation or construction including alteration or modification in the premises, including electrical appliances, sanitary fittings and other fitting/equipment. Without the permission of MEPCO in writing and further he shall hava no right to use MEPCO property for his employee's personal purpose and residence. | |
| 12. Notification of Award / LOA. The notification of award will be issued to bidder complied with evaluation criteria and quoted highest rates. The successful bidder is obliged to accept letter of acceptance / notification of award within 15 days of issuance, failing which, their bid security may be forfeited and the MEPCO reserves the right to to award the work to the 2nd highest bidder. | |
| 13. Failure to Accept NOA/LOA or deposit payment. In case the successful bidder rufuses to accept NOA/LOA or fails to deposit payment within the stipulated period or fails to perform his obligations within stipulated or extended time of the contract, the bid security shall be forfeited and the contractor shall de blacklisted/ debarred for participation in future tenders of the MEPCO as per MEPCO blacklisting/debarment policy available at MEPCO website. | |
| 14.Damage to MEPCO's Property. The mepco reserves the right to recover any amount from the contractor against any losses or damages incurred to the property, data or employees of MEPCO due to the negligence of contractor or his workers. | |
| 15. Rejection Of Proposal. MEPCO will reject a proposal for award if it determines that the bidder recommended for award has engaged in corrupt or fraudulent practices like polling or giving bribery/prizes or any sum of money etc. to the persons responsible or engaged in disposal process or to other prospective bidders. MEPCO will declare such firm ineligible either indefinitely or for a stated period of time. | |
| If during the execution of the contract, at any time, MEPCO determines that the firm has engaged in corrupt or fraudulent practices like polling or giving bribery/prizes or any sum of money etc. to the persons responsible or engaged in disposal process, the contract of such firm will be terminated at the risk and cost of the firm. | |
| 16.Corrupt & Fraudulent Practicas. MEPCO requires compliance with its policy regarding corrupt and fraudulent practices in pursuit of this policy, the MEPCO follows the inter alia, the instructions contained in Rule 2(f) of PPRA- 2004. | |
| 17.Termination of Contract. MEPCO by written notice of default sent to the concerned party may terminate the contract if the other party causes a fundamental breach of the contract.
