Subject: 33-MAT(2026) Disposal of Material of CE(P)Tarbela WAPDA
INVITATION TO e-BIDS THROUGHT EPADS v2.0 FOR DISPOSAL OF PUBLIC ASSESTS
Chief Engineer / DG Purchase & Disposal (Water and Power Development Authority (WAPDA) / Member (Power)), invites electronic bids of Single Stage One Envelope from interested firms / companies Individual / Individual Consultant, Sole Proprietorship, Partnership Firm, Company (Private Limited), Company (Public Limited), Company (Holding Company), Company (Limited by Guarantee), State Owned Enterprise (Private Limited), State Owned Enterprise (Public Limited), NGO / NPO, for disposal of 33-MAT(2026) Disposal of Material of CE(P)Tarbela WAPDA on as is where is basis. The bidders must be registered with Federal Board of Revenue (FBR) for Income Tax and Sales Tax, and must be on Active Taxpayer List. (Requirement of PEC registration may be added in case of disposal of civil, electrical, or mechanical works).
2. e-bidding documents as per Disposal of Public Assets Regulations-2024, containing detailed terms and conditions, specifications and requirements etc. are available for the registered bidders on EPADS v2.0 at https://www.epads.gov.pk/, and may be searched by using Disposal Activity ID No. D10729.
3. Manual bids shall not be accepted. Electronic bids must be submitted through EPADS v2.0 on or before Thursday, September 24, 2026 10:30 AM, and will be opened on-line on the same day at Thursday, September 24, 2026 11:00 AM. The participated bidders shall be automatically notified by EPADS v2.0 regarding the preliminary results of e-Disposal proceeding, after which final results will be notified in due course as per bidding documents.
Note: Notification of the Grievance Redressal Committee (GRC) constituted in terms of Regulation No. 26 is provided on EPADS v2.0 at https://www.epads.gov.pk/ and on Procuring Agency’s website (if available).

| Earnest money is a security deposit for the tender. Earnest Money of the successful bidder shall be retained and considered a part of bid money / bid security. Earnest Money not in the favor DG (P & D) WAPDA will not be accepted and such bid will be rejected by the Tender Opening Committee. | |
| Earnest Money should be deposited with each tender separately. Moreover, Earnest Money should be received in the O/o Chief Engineer / DG (Purchase & Disposal) WAPDA, Sunny View Estate Lahore, before the date & time of opening. | |
| Letter of Acceptance (LOA) by this office may be issued to deposit balance of payment including all applicable taxes, failing to deposit balance amount with in due date, the earnest Money may be forfeited and proceed for blacklist as mentioned in Clause 11 of PPRA Disposal Regulations 2024 and no claim will be liable against the Disposal Directorate | |
| The offer should be valid for a period of Six (06) months from the date of tender opening or as may be specified on the schedule of tender. | |
| The security of highest bidder may be forfeited if a. the bidders draw his bid after opening of the bid b. Do not accept the corrections of error of the bid. c. Fails to deposit the Balance Amount of Bid after issuance of LOA. | |

Accept or reject any tender as a whole or a part thereof at any stage without assigning any reason. ii. Cancel the Tender Notice altogether, if required due to exigencies of service or the requirements of the Authority. iii.Extend the date and time of receiving and opening of tender. iv. Withdraw from sales any item as advertised prior to the acceptance of any offer without assigning any reason | |
| Stores irrespective of description are generally sold on the basis of “AS IS, WHERE IS”. It is responsibility of the tenderer to inspect the listed stores and satisfy himself regarding the documents of vehicles, type, quantity and condition of the stores for which he is bidding. Failure to inspect the disposable goods will not be advanced as a plea in any claim | |
| All weighment, counting, dismantling, measuring and loading of material will be done at the cost of labour and transport of the bidder | |
| The PPRA Disposal of Public Assets regulations 2024 and WAPDA Material Disposal Procedure would be followed. However, in case of any discrepancy / conflict with the WAPDA Material Disposal Procedure, the PPRA disposal rules will stand binding. | |
