Subject: Disposal of Junk Items FY 2026-27
INVITATION TO e-BIDS THROUGHT EPADS v2.0 FOR DISPOSAL OF PUBLIC ASSESTS
National Database and Registration Authority (NADRA) (National Database and Registration Authority (NADRA)), invites electronic bids of Single Stage One Envelope from interested firms / companies Individual / Individual Consultant, Company (Private Limited), Company (Public Limited), for disposal of Disposal of Junk Items FY 2026-27 on as is where is basis. The bidders must be registered with Federal Board of Revenue (FBR) for Income Tax and Sales Tax, and must be on Active Taxpayer List. (Requirement of PEC registration may be added in case of disposal of civil, electrical, or mechanical works).
2. e-bidding documents as per Disposal of Public Assets Regulations-2024, containing detailed terms and conditions, specifications and requirements etc. are available for the registered bidders on EPADS v2.0 at https://www.epads.gov.pk/, and may be searched by using Disposal Activity ID No. D10588.
3. Manual bids shall not be accepted. Electronic bids must be submitted through EPADS v2.0 on or before Monday, September 14, 2026 12:00 PM, and will be opened on-line on the same day at Monday, September 14, 2026 12:30 PM. The participated bidders shall be automatically notified by EPADS v2.0 regarding the preliminary results of e-Disposal proceeding, after which final results will be notified in due course as per bidding documents.
Note: Notification of the Grievance Redressal Committee (GRC) constituted in terms of Regulation No. 26 is provided on EPADS v2.0 at https://www.epads.gov.pk/ and on Procuring Agency’s website (if available).

| Bidder will have to deposit 10% of Quoted bid amount as Earnest Money (Refundable) through CDR/ Pay Order in respect of NADRA Current Gwadar at the time of submission of bidding documents. | |
| Earnest Money will be released to un-successful bidder once bid will be awarded to successful bidder. | |
| Offers not supported by earnest money will not be entertained | |
| 25% amount of the total bid shall be paid / deposited by successful bidder in bank (NADRA Account) on same day as letter of acceptance received by procuring agency. Otherwise earnest money shall be forfeited. Moreover, 75% remaining amount shall be paid / deposited by the successful bidder within 24 working hours. | |
| WHT (10% for filer or 20 % for non-filer) shall be included in the offered bid. | |
| The highest bid above the reserve price will be accepted. | |
| Successful bidder shall also pay All Govt Taxes in addition to the total bid amount. | |
| Successful bidder shall be responsible to pull out all items / equipment etc from Regional Head Office NADRA (Marine Drive Gwadar) within 48 hours after complete payment by their own expense. | |
| If the successful bidder(s) fails to remove the stores within stipulated period, NADRA has the right to charge demurrage to the bidder @ 2% per day of the total bid amount. | |
| The competent authority reserves the right to reject all bids / tender without assigning any reasons as per PPRA Rule - 33 | |
| Bidder will submit copy of valid Computerized National Identity Card (CNIC). | |
| Cutting & over writing of bids will be liable to rejection. | |
| Bid with incomplete / fake supporting documents will not be entertained, and furnishing of incorrect information shall be liable to legal action. | |
| Declaration/Undertaking of Non-blacklisting and authenticity of all documents on Non-Judicial Stamp paper duly attested by oath commissioner / notary public to be attached (as per format attached in this bidding documents). | |
| NADRA employees and their flood relatives will not be allowed to participate in auction. Bidders will render a certificate to the effect that he has no blood relative/serving in NADRA. (Attached with tender form). | |
